Ukraine’s Ministry of Defence wins SAP Innovation Awards 2026

Ukraine’s Ministry of Defence has been named a winner at the SAP Innovation Awards 2026 in the Financial Futurist category.
The award recognizes the transformation of financial management in the defense sector and the implementation of a modern SAP-based digital solution — the Budget information and communication system.
It enables the integration of key data on financial resources across the Ministry of Defence and the Armed Forces of Ukraine within a unified digital environment. The system provides up-to-date visibility into funds allocated, spent, and remaining. It allows for the rapid identification of delays, adjustment of plans, and response to inefficient use of resources.
“The Budget system serves as a unified digital environment for planning and oversight of military expenditures. It is already in use within command authorities and is gradually expanding to military units, replacing manual reporting and providing clear data directly from the points of expenditure,” noted Oksana Ferchuk, Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation, and Digitalization.
Digital transformation of the defense sector
SAP is a system for defense resource management. The system is used by more than 90% of NATO member states’ armed forces. It provides real-time visibility into available resources, tracks their movement, enables supply planning, and supports decision-making based on up-to-date data.
The implementation of SAP-based solutions is part of the systemic digital transformation of Ukraine’s defense sector.
SAP-based services are already used for:
- logistics management;
- financial planning and oversight;
- inventory accounting of material resources.
In particular, an SAP-based Digital Logistics Management System (DLMS) is already operational within the Defence Forces, enhancing the accuracy and speed of logistics support to units.
Scope of implementation
Currently, more than 1,000 military units and 4,500 users across the Defence Forces use SAP-based systems.
In 2026, the Ministry of Defence plans to complete the full digitalization of processes related to personnel management, financial management, and the management of materiel, weapons, and military equipment.

The SAP Innovation Awards recognize organizations that leverage digital technologies to achieve tangible change and enhance management effectiveness.
The Ministry of Defence of Ukraine’s win demonstrates a transition from standalone IT solutions to a comprehensive digital defense architecture, where data underpins decision-making.
The implementation of SAP shortens decision-making time, improves transparency in resource use, strengthens oversight and accountability, and enables the effective scaling of management processes in wartime conditions.
