The military officially launches the Digital Logistics Management System

The Ministry of Defence of Ukraine has completed the pilot operation of the Digital Logistics Management System and transitioned it to full operational use. The system is now officially operational within the military and supports logistics, procurement, and financial management.
This means that the system has received all required approvals, user technical support has been established, and software protection and update processes are in place.
“The military has received a unified resource management ecosystem spanning all levels, from strategic command to individual units. By automating defense procurement and financial accounting, it reduces bureaucracy and makes resource management convenient and transparent,” stated Ukraine’s Minister of Defence Denys Shmyhal.
The system is built on SAP, a defense resource management platform used by more than 90% of NATO member states’ armies. It provides real-time visibility into available resources, tracks their movement, enables supply planning, and supports decision-making based on up-to-date data.
The Digital Logistics Management System is already in use by more than 1,000 military units. It encompasses the core domains of military sustainment at the strategic and operational levels, including:
- Unmanned aerial systems (UAS);
- Ground weapon systems;
- Close combat assets;
- Electronic warfare (EW) assets;
- Communication equipment;
- Fuel and lubricants;
- Gear and clothing;
- Medical supplies;
- Engineering equipment;
- Food supplies.
The system also automates defense procurement processes and financial accounting.
The system was developed over three years and tested on real data and in combat conditions. Critical processes were validated in practice, ranging from weapons accounting and distribution to financial operations and data protection.
Particular attention was paid to information security, resilience to disruptions, and rapid system recovery. The system successfully passed stress tests and demonstrated its reliability under high loads.
“Developing digital management is a long-term process. We are building a unified resource management ecosystem spanning all levels, from strategic command to individual military units. This provides the Ministry of Defence with a modern tool aligned with NATO standards—fast, precise, and transparent,” said Oksana Ferchuk, Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation, and Digitalization.
“For us, this is a tool that provides a real-time picture of sustainment. It reduces manual work and paperwork while increasing accuracy and control, enabling much faster decisions and the delivery of the right resources to the right place,” said Brigadier General Volodymyr Karpenko, Commander of the Logistics Forces Command of the Armed Forces of Ukraine.
The launch of the system symbolically coincided with the anniversary of the establishment of the Center for the Transformation of Defense Resource Management Processes, a Ministry of Defence unit responsible for the system’s development, implementation, and adaptation.
The transition to full operational use was made possible through joint efforts by the Ministry of Defence, the General Staff of the Armed Forces of Ukraine, commands of the services and branches, as well as technical teams and network specialists. This collaboration enabled the system to be tailored to the military’s actual needs.
Going forward, the system will continue to be rolled out and enhanced with new functionalities. This will help establish unified rules for defense resource management, increase transparency in decision-making, and speed up processes across Ukraine’s security and defense sector.
