Financial resources of the Ukrainian military under control: the “Budget” digital system is now in operation within the Armed Forces of Ukraine
The Ministry of Defence has officially launched the “Budget” information system in the Armed Forces of Ukraine. The decision was approved by Order No. 811.
The system consolidates key data on the planning and use of financial resources in the Ministry of Defence and the Armed Forces of Ukraine within a secure digital environment. It promptly displays how much funding has been allocated to the Ukrainian military, how much has been spent, and how much remains. This allows for rapid detection of delays, plan adjustments, and responses to inefficient use of resources.
What the “Budget” system changes for the Armed Forces of Ukraine:
- Timeliness. The General Staff and other military command bodies no longer wait for paper reports – data on military unit spending is available online as of the previous day.
- Transparency. Command sees the full picture of expenditures and their dynamics across all subordinate units.
- Significantly less manual work and fewer delays that previously hindered planning.
The system supports expenditure planning for all budget holders – from departments to military units.
“Information on the use of budgetary funds in the Ministry of Defence and the Armed Forces of Ukraine is now always up to date and consolidated in a single system. No waiting for quarterly reports, no delays, and no “blind spots” — everything is timely and transparent. We are building a modern core for managing defense resources, and the “Budget” system is its key financial component,” emphasized Denys Shmyhal, Minister of Defence of Ukraine.
“One consolidated operational report, which previously required about 800 person-hours, is now prepared three times faster in the ‘Budget’ system. This is not just a time-saving — it enables faster decision-making and more effective resource management,” said Oksana Ferchuk, Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation, and Digitalization.
All command bodies and the State Special Transport Service have been working in the Budget system since the beginning of 2025. The system is now being rolled out to military units — and over 60% of budget holders are already using it.
The “Budget” system is built on SAP components, data-driven resource management software used by over 90% of NATO armies.
The information system has passed all technical, security, and documentation inspections required by the Ministry of Defence regulations for the lifecycle of information and communication systems (ICS).
