The State Operator for Non-Lethal Acquisition (DOT), the acquisition agency of the Ministry of Defence, achieved savings of over UAH 242 million on fuel procurement

The Ministry of Defence’s acquisition agency, the State Operator for Non-Lethal Acquisition (DOT), has successfully completed the diesel fuel procurement for April 2025, achieving substantial cost savings and fostering greater competition among suppliers.

The total procurement amount resulting from the bidding is UAH 1.3 billion, with total savings on the procurement of summer diesel fuel reaching 15.59% of the expected cost.

“In absolute terms, the cost savings exceeded UAH 242 million. This outcome stems from competition among suppliers and the optimization of procurement processes. We are building an open and transparent procurement system that facilitates the rational use of budget resources,” said Glib Kanievskyi, Director of the Procurement Policy Department of the Ministry of Defence of Ukraine.

In the tender lots for the central region, two participants competed per lot. In the southern region’s lots and one lot for the western region, competition involved three participants per lot, while the second lot for the western region saw four participants. In the eastern region, the most logistically challenging, only one participant took part. The average number of participants across all tenders was 2.5 per lot.

This was preceded by DOT's efforts to deepen the regional model, which facilitated the involvement of new participants and boosted the efficiency of the bidding process. Proactive communication with the market, conducted well in advance of tenders, fostered high competition and the involvement of new participants, positively impacting the procurement outcomes.

The DOT encourages new suppliers to participate in tenders and test their capabilities with smaller bidding volumes.
