Serhii Melnyk: New approaches have improved the quality of supplies to the Defence Forces and minimized the volume of rejected goods
In April 2025, the Ministry of Defence of Ukraine reported significant improvements in the quality of gear and clothing supplied to the Defence Forces, driven by enhanced control measures.
During the first week of April, the Main Department of Quality Control, together with representatives from the Territorial Control Centers, accepted gear and clothing for the Defence Forces valued at over UAH 1 billion.
A key achievement was the significant improvement in the quality of supplied items and a substantial reduction in the volume of returned goods. During this period, only 2.3% of the total goods volume, worth UAH 26 million, was rejected, reflecting a significant improvement compared to the same period last year.
“Reforms in the control systems have not only enhanced the quality of supplies to the Defence Forces but also minimized the volume of returned goods. Suppliers are now required to adhere to higher standards as we maintain strict oversight at every stage. This confirms the effectiveness of our approach,” emphasized Deputy Minister of Defence of Ukraine, Brigadier General of Justice Serhii Melnyk.
These advancements stem from several key initiatives:
- An increased share of Ukrainian manufacturers in state contracts has contributed to improved product quality;
- Implementation of a secondary verification system in laboratories, developed in collaboration with the Statewatch NGO, to detect falsified test protocols;
- The use of photo and video documentation to record discrepancies provided additional independent quality control.
The Ministry of Defence will further deploy effective control measures to improve supply standards and reinforce the defense capabilities of the Armed Forces of Ukraine.
