Reserve+ one year on: What the app has accomplished over this time

Today, the Reserve+ app for individuals liable for military service reaches its one-year milestone. Over this period, Reserve+ has evolved from a single function—updating personal data—into a suite of services that have transformed how individuals interact with yet another public sector domain. 

In its first year, Reserve+ has accomplished the following:

  • The Reserve+ app now has over 4 million users.
  • Among the features now available in the Reserve+ app are an electronic military registration document, functionality for deferment requests, generation of electronic referrals for the Military Medical Commission (MMC), access to military recruitment listings, and correction of personal records.
  • Reserve+ currently supports five types of deferments. Deferments are generated online, ensuring a convenient, fast, and queue-free process.
  • The electronic referral for the MMC is the first step toward the digital reform of the Military Medical Commission system, aimed at simplifying the medical examination process and making it transparent and fair. Over 200,000 referrals have already been generated.
  • The recruitment feature offers over 9,000 active vacancies—the most extensive list of military vacancies currently available. Approximately 100,000 applications have been submitted for various vacancies through Reserve+, including up to 5,000 applications for ‘Drone Line’ project vacancies.

“Over its first year, Reserve+ has become a comprehensive tool for interaction between individuals liable for military service and the state. The application fosters a new perception among citizens of the military as a modern, transparent, and accountable institution. This is what digital transformation truly means—when technology goes beyond automating processes and reshapes the relationship between the state and the individual,” said Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development.

According to the Deputy Minister, Reserve+ also serves as a human rights function, as many Ukrainians were unaware of their rights during mobilization before the full-scale invasion.

“Moreover, people with disabilities, parents of multiple children, and students can now exercise their legal right to a deferment online, without queues, paperwork, or unnecessary delays. Additionally, for the first time, citizens have gained open access to the information the state holds about them in the Oberih register. This is transparency. Now, everyone can not only view their personal data but also promptly identify any errors or violations related to military registration,” she added.
