MoD launches a comprehensive overhaul of the rehabilitation system for defenders

The Ministry of Defence of Ukraine is developing a program to modernize the rehabilitation hospital network where service members undergo rehabilitation.

“We are undertaking a comprehensive upgrade of the rehabilitation system for our warriors. This is one of the Ministry of Defence’s key priorities. The estimated funding needed to modernize rehabilitation hospitals is approximately UAH 8 billion. In 2026, more than UAH 700 million from the state budget is planned for investment in military hospital development, including the completion of ongoing projects, preparation of project documentation, and the launch of new construction,” stated Minister of Defence of Ukraine Denys Shmyhal.

He added that Ukraine is also actively involving international partners in these projects. For over a year, Operation Renovator, carried out within the framework of NATO’s Comprehensive Assistance Package (CAP), has been underway, focusing on five key facilities. Thanks to this project, infrastructure is being modernized, modern equipment is being procured, and medical staff are being trained. To date, €80 million has been accumulated under the project, with a total funding requirement of €200 million.

“I held a substantive discussion with Chrystia Freeland, Canada’s Special Representative for the Reconstruction of Ukraine. We expect Canada to play an active role in supporting projects focused on the rehabilitation of service members,” Denys Shmyhal emphasized.

He called on international partners to join Operation Renovator or to implement other initiatives to develop rehabilitation facilities.

“Together, we are building a system that delivers dignified support to Ukraine’s defenders,” the Minister of Defence concluded.
