Ministry of Defence launches ‘Logistics Lockdown’ program with UAH 5 billion allocated for middle-strike capabilities

The Ministry of Defence of Ukraine is launching a dedicated ‘Logistics Lockdown’ program. The initiative is designed to expand middle-strike capabilities and systematically destroy russian logistics, warehouses, equipment, command posts, and supply routes at operational depth.
The program’s objective is to increase pressure on the russian military in the rear and deny the enemy the ability to conduct sustained offensive operations.
Middle strike as a tool for regaining the initiative
Ukraine has been steadily regaining the initiative on the battlefield in recent months. The cost of advancing for the russian military continues to rise.
While the enemy lost 67 personnel for every square kilometer of territory gained in October, that figure had risen to 179 by April. Overall, russia is sustaining record losses, with more than 35,000 troops killed or seriously wounded each month.
Over the past several months, Ukraine has increased fourfold the destruction of enemy logistics, warehouses, equipment, vehicles, command posts, and supply routes at operational depth.
Data points to a clear trend: as the destruction of russian logistics increases, the number of assault operations along the line of contact decreases.
Technological advantage on the battlefield
One of the key drivers of this shift has been the scaling up of middle-strike capabilities. Combined with the loss of Starlink access for russian forces, this has further strengthened Ukraine’s technological advantage on the battlefield.
Our current task, as directed by the President, is to maximize middle-strike capabilities and, in close coordination with the military, impose a complete logistics lockdown on the enemy. In the first phase of the program, the Ministry of Defence and the General Staff have already allocated an additional UAH 5 billion directly to the military to procure modern middle-strike capabilities.

As part of the first phase of the program, the Ministry of Defence and the General Staff have allocated an additional UAH 5 billion directly to the military for the procurement of modern middle-strike systems.
The funding will be distributed through the ePoints system to the highest-performing brigades and other units. The recipients are teams specializing in strikes against enemy targets at operational depth and delivering the best results in this mission area.
The first units have already received funding, and direct procurement has begun.
Centralized tenders to scale up middle-strike capabilities
In parallel, as part of the program’s second phase, the Ministry of Defence is launching centralized tenders for the procurement of a large batch of middle-strike capabilities.
Open competitions will help scale up production more rapidly, strengthen competition among manufacturers, minimize corruption risks, and ensure the efficient use of public funds.
As early as this summer, the effects of centralized middle-strike procurement will already be felt on the battlefield. The enemy will no longer feel safe, even far from the front lines.
Ukraine is systematically scaling up the use of middle-strike drones, i.e., strike UAVs operating at operational depth over distances ranging from tens to hundreds of kilometers.
