Boosting digitalization and competition: The Ministry of Defence and the NACP outlined a plan for the development of non-lethal procurement for 2025

The Ministry of Defence continues to enhance defense procurement processes, with one of the primary focuses on implementing anti-corruption safeguards. Notably, digitalization has resulted in more significant cost savings and increased competition among suppliers.
This was announced by Glib Kanievskyi, Director of the Procurement Policy Department of the Ministry of Defence of Ukraine, during the presentation of a plan to implement recommendations from the National Agency on Corruption Prevention (NACP) aimed at minimizing corruption risks in non-lethal procurement for the Armed Forces of Ukraine.
“The implementation of anti-corruption safeguards is a cornerstone of transforming defense procurement. We are making this process as transparent, efficient, and accountable as possible through digital solutions. For instance, the DOT-Chain system, introduced last year, has eliminated human interference in the payment process for food services. Another new tool, the ‘MoD Partner’ web portal, digitizes interactions with manufacturers in developing new technical specifications for non-lethal items, thereby fostering greater competition among suppliers,” stated Glib Kanievskyi.
He also highlighted that in 2024, the Defence Ministry's acquisition agency, DOT, achieved savings of over UAH 16.3 billion. “This is the result of efficient resource utilization and improved procurement organization. The resources saved were reallocated to meet additional needs of the Armed Forces of Ukraine,” Glib Kanievskyi added.
The Ministry of Defence, in collaboration with the NACP, is working to enhance the transparency and efficiency of defense procurement. These efforts are grounded in the findings of the NACP study “Corruption Risks in Centralized Non-Lethal Procurement for the Armed Forces of Ukraine,” as well as recommendations provided under the Strategic Review of Ukraine’s Defense Procurement System.
The Ministry of Defence will continue to adopt best practices and recommendations to ensure the effective and transparent use of Ukraine’s defense budget.
