Users will be able to pay military registration fines in Reserve+ with a 50% discount

The Reserve+ app will enable individuals liable for military service to pay fines for violations of military registration rules at a 50% discount. Individuals already in military service who have outstanding fines of this kind will be fully exempt from payment.

The president of Ukraine, Volodymyr Zelenskyy, has signed Law No. 4316-IX, dated 13.03.2025, introducing amendments to the Code of Ukraine on Administrative Offenses to enable voluntary fine settlements.

The online payment process will proceed as follows:

  • Submission of a violation acknowledgment statement via Reserve+
  • Receipt of the violation ruling in Reserve+
  • Paying the fine using the details in the app, with automatic confirmation of the ruling

The option will be subject to time restrictions. From the moment the violation statement is submitted and the ruling is issued, the individual will have 20 days to pay the fine with a 50% discount. Failure to meet this deadline will require payment of the full fine amount.

“Our duty as a state is to assist citizens in all matters. With the law signed by the President, we will streamline the fine payment process, making it efficient and accessible via the Reserve+ app,” said Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development.
