Updated procedure for ammunition codification: Ministry of Defence provides clarification

The Cabinet of Ministers of Ukraine has regulated specific aspects of the production, procurement, and supply of explosives and ammunition to meet the needs of the Defence Forces under martial law

Cabinet of Ministers of Ukraine Resolution No. 902, dated 16 July 2025 and titled ‘Certain Matters of the Production, Procurement, and Supply of Explosives and Ammunition,’ provides the regulatory framework for these aspects. The document approves the Procedure for the Production, Procurement, and Supply of Explosives and Ammunition, defining clear algorithms and mechanisms for these processes.

The MoD’s Main Directorate for the Support of the Life Cycle of Weapons and Military Equipment has updated the ammunition codification procedure to comply with the requirements of the new regulatory document.

The updated procedure specifies the steps ammunition manufacturers must take to prepare their products for codification. It also specifies the procedure for reviewing and approving the package of technical documentation for a new ammunition model prepared by the manufacturer.

From now on, the procedure allows ammunition manufacturers to forgo demonstration tests, provided that a representative of the state customer was present during previous tests and signed the relevant test report. 

The updated ammunition codification procedure, reflecting the requirements of the new regulatory document, is presented in the slides below.

To recap, the Resolution No. 902 stipulates that enterprises already granted the status of ammunition or explosive manufacturers under the Procedure for Implementing the Experimental Project (approved by CMU Resolution No. 763) shall continue their operations. This ensures that ongoing production processes will not be interrupted. All certificates for the storage of military-grade explosives issued under Resolution No. 763 will remain valid for the duration of the new Procedure.
