The role of Authorized Procurement Officer has been established within the Armed Forces of Ukraine, according to an order from the Ministry of Defence

Ukrainian Minister of Defence Rustem Umerov has signed an order establishing a new official position for authorized procurement officers responsible for procuring goods, works, and services within military units of the Armed Forces of Ukraine at the brigade level. 

This significant decision is the outcome of the Ministry of Defence's sustained efforts to enhance procurement processes within military units and improve the effectiveness of military logistics. From now on, a staff position of an authorized procurement officer will be introduced within military units that are budgetary entities. 

“This is an important step in reorganizing procurement processes in military units, as it will enable brigades to conduct purchases based on their specific needs more effectively. Establishing this role is crucial, as a dedicated expert will oversee procurement tasks, ensuring their precision and effectiveness. We aim to establish an efficient, transparent, and professional procurement system that will enable the rapid provision of necessary resources to the army,” said Dmytro Klimenkov, Deputy Minister of Defense of Ukraine.

Authorized personnel appointed to the new role will be responsible for planning and executing procurement of goods, works, and services within the military unit, as well as preparing tender documentation, conducting market analysis, sourcing suppliers, selecting and evaluating bids, etc. This step will not only accelerate procurement procedures but also substantially enhance the supply of military units with essential resources, thereby strengthening the army's capacity to carry out combat missions during wartime.

It is worth noting that establishing this new role will help prevent potential conflicts between the current responsibilities of military personnel and the additional procurement duties that might otherwise be assigned to them.

The Ministry of Defence remains committed to enhancing internal processes and optimizing the efficiency of all segments within the defense sector, aiming to ensure that the Armed Forces of Ukraine operate under the best possible conditions to accomplish their missions.
