The Ministry of Defence and light industry enterprises have joined efforts to improve clothing and gear supplies for the Ukrainian Army

The Ministry of Defence of Ukraine continues its efforts to improve clothing and gear supplies for the Armed Forces of Ukraine. As part of this process, the Main Directorate of Logistics Support Development signed a memorandum of cooperation with the Ukrainian Association of Light Industry Enterprises.

The parties agreed on key areas of cooperation, including methodological support for manufacturers, prompt exchange of information, engagement of new manufacturers and suppliers, and strengthening sectoral dialogue to better coordinate joint initiatives.

One of the key areas of the Directorate is systemic cooperation with manufacturers and suppliers of clothing and gear for the Armed Forces of Ukraine. A significant part of this work involves explaining the requirements specified in the regulatory and technical documentation of the Ministry of Defence, said Lieutenant Colonel Maksym Kaiola, Head of the Central Directorate for Logistics Support Development at the Ministry of Defence of Ukraine.

According to him, this cooperation allows for the expansion of the pool of suppliers, creating competition, saving public funds, and improving the quality of clothing and gear supply.

"This is an ongoing dialogue built on openness, professionalism, and a shared commitment to efficiency. Thanks to this communication, the time required for quality decision-making is significantly reduced, unnecessary delays are eliminated, and the process of supplying clothing and gear  – from application to approval – becomes much more transparent," explained Maksym Kaiola.

During the meeting, the Head of the Central Directorate for Logistics Support Developmentalso outlined steps already taken to simplify and accelerate the processing of applications for the verification of samples for compliance with the regulatory and technical documentation of the Ministry of Defence of Ukraine. In particular, efforts have been made to minimise the human factor, and automation and control come to the fore:

  • the ‘MoD Partner’ portal has been created, where regulatory and technical documents, news, and current announcements are posted
  • a manufacturer’s personal account function has been launched, with the ability to conveniently submit applications, track their status, and receive responses without queues or intermediaries
  • unified approaches have been implemented for all participants in the process.

The results already reflect changes brought about by systematic cooperation with the business sector:

  • Over 1,100 requests were processed in the first half of 2025, including 509 compliance certificates
  • More than 850  personal meetings were held with business representatives–approximately 350 with the Head of the Directorate and over 500 with specialists of the Directorate
  • Daily work continues to improve processes, transparency, and efficiency.

The parties also agreed to hold a separate meeting to present the results of the Directorate’s work for the first half of 2025 and discuss plans. In addition, the parties agreed to intensify industry information exchange within the industry to strengthen cooperation and coordination of joint initiatives.

“We are grateful to everyone who has already joined this cooperation and remain open to new partnerships. Our core principles are professionalism, responsibility, trust, and zero tolerance for corruption,” emphasised Maksym Kaiola.
