Rustem Umerov: Major joint projects will ensure long-term strength and stability in Europe

Ukrainian Minister of Defence Rustem Umerov participated in a videoconference of European Union defence ministers, attended by EU High Representative for Foreign Affairs and Security Policy Kaja Kallas.

The main topic focused on the new EU defence initiative, SAFE (Security Action for Europe), with a total budget of EUR 150 billion. The initiative paves the way for Ukraine’s full integration into the European defence industry ecosystem.

“Our weapons are Europe’s weapons. Over the past three years, Ukraine has increased its defence production from $1 billion in 2022 to $35 billion (€31 billion) in 2025.  “This is the result of joint efforts and Ukraine’s enormous domestic potential,” Rustem Umerov stated.

Supporting Ukraine’s defence industry is a contribution to the collective security of the entire continent. SAFE establishes mechanisms for procurement in critical areas.      

The Ukrainian Minister of Defence called on partners to prioritise procurement from Ukraine’s defence industry, particularly in the UAV segment. Ukraine stands ready for large-scale joint production and supply efforts—serving both current frontline requirements and the future needs of European armed forces.

Another priority is the production of 155-mm ammunition. 

“In 2022, Ukraine did not produce ammunition of this calibre. Today, together with our partners, we are developing the capability to produce over 1 million shells annually. This is a tangible contribution to strengthening pan-European resilience,” noted the Ukrainian Minister of Defence.

The Ministry of Defence of Ukraine is also open to cooperation in other critical areas, including artillery systems, air defence, and electronic warfare (EW) capabilities.

“I thank our European allies for their support, trust, and strategic vision. Ukraine is part of Europe’s security architecture. Major joint projects involving Ukrainian participation are capable of ensuring long-term strength and stability across the continent,” emphasised Rustem Umerov.
