Reserve+ launches online mobilization exemption – Kateryna Chernohorenko

Starting today, Reserve+ has introduced an option to apply for a mobilization exemption online. The updated version of the app is now available on the App Store and PlayMarket.

“Ukrainians can now avoid waiting in lines and gathering documents to renew their exemption every three months. This also eases the workload for enlistment offices staff. Most importantly, with the launch of online exemptions, we continue to expand our ecosystem of products that assist those eligible for military service, allowing them to handle tasks in just a few minutes with a smartphone, rather than in waiting lines,” noted Kateryna Chernohorenko, Deputy Minister of Defense for Digitalization.

The online deferral service is currently available for:

  • persons with disabilities holding a valid disability pension certificate

  • students, graduate students, and doctoral candidates pursuing sequential degrees. For example, a bachelor’s degree holder pursuing a master’s degree or a master’s degree holder continuing to a Ph.D. program

Next, exemptions will be made available for parents with three or more minor children within one marriage, a feature currently in beta testing.

The process for online exemptions is simple: users log in to Reserve+ and submit a request. The system verifies eligibility, and, if confirmed, the status will appear on their digital military document.

“These new digital services for service-eligible citizens underscore the strength of our collaboration with the Ministry of Defense of Ukraine, the European Union, and other key partners. The e-Governance Academy is proud to support Ukraine’s digital transformation, directly impacting both military management and the lives of many Ukrainians,” said Hannes Astok, Chairman of the e-Governance Academy.

People with disabilities will receive exemption for one year or until their disability certificate expires, while students, graduate students, and doctoral candidates will receive exemption until the end of martial law and mobilization.

The Ministry of Defense is working to expand online deferrals to additional citizen categories.

“We see this as just the beginning of deferral digitalization. Many other citizen groups have the right to deferrals, each requiring a unique approach, as data on them is not always digitalized. This challenge demands interdepartmental cooperation and strong leadership, and we’re pleased to see both present in this project,” emphasized Oleksii Dorohan, Executive Director of the Better Regulation Delivery Office (BRDO).

The Ministry of Defense launched this service in collaboration with the Ministry of Education and Science, Ministry of Social Policy, Ministry of Justice, and Pension Fund, with EU support under the DT4UA project implemented by the e-Governance Academy (Estonia) and the Better Regulation Delivery Office (BRDO).
