Reserve+ introduces a new deferment option — for individuals whose parent has a Group I or II disability

The Ministry of Defence is further expanding the list of categories of mobilization deferments that can be processed online via Reserve+.

Individuals liable for military service whose mother or father has a Group I or II disability are now eligible to submit a deferment request.

How to obtain a deferment online:

  1. Submit a request through the Reserve+ application.
  2. The system will verify the data in state registers.
  3. If the eligibility criteria are confirmed, the deferment is granted automatically, and the information appears in your electronic military registration document.

The process is fully automated, with no need for certificates, queues, or visits to enlistment offices, and typically takes from several minutes to a few hours.

The service is currently available online if the individual liable for military service is the only adult child of a person with a disability, and there is only one parent in the family. If there are other adult children or if the family includes both parents, a request cannot be submitted.

For the system to confirm eligibility, the following must be met:

  • up-to-date information on the father’s or mother’s disability must be recorded in the Unified Social Services Information System (USSIS) or the Pension Fund register;
  • accurate data on the family must be recorded in the State Civil Status Registration Office;
  • the birth record must include the taxpayer identification number (RNOKPP identification code) of the parent with a disability.

If the data is not up to date, it must be updated in the relevant registers before a request can be submitted through Reserve+.

A granted deferment will be extended automatically, as stipulated by the new procedure effective 1 November 2025.  

Eleven types of online deferments are already available in Reserve+, and they can be obtained transparently, quickly, and without bureaucracy for the following categories:

  • individuals with disabilities;
  • those deemed temporarily unfit for military service;
  • parents of a child with a disability under 18 years of age;
  • parents of an adult child with a disability of Group I or II;
  • individuals whose spouse has a disability of Group I or II;
  • individuals whose father or mother has a disability of Group I or II;
  • women and men whose spouses serve in the military and who have a child;
  • parents of three or more children within the same marriage;
  • single parents raising a child under the age of 18;
  • students and postgraduates;
  • employees of higher and vocational education institutions.
