Procurement oversight by the Ministry of Defence resulted in nearly UAH 180 million in savings and helped prevent violations in Q1 2025
In January-March 2025, the Ministry of Defence of Ukraine secured savings of UAH 176.5 million in state assets through procurement monitoring across structural units, military authorities, military units and entities.
Specifically, procurements of overpriced goods, non-compliant technical specifications, and various other procurement irregularities—totaling UAH 172.43 million—were successfully averted. Additionally, UAH 4.07 million was saved by reducing the expected cost of procurement items and increasing the quantity of goods procured.
For example, auditors of the Ministry of Defence identified instances where representatives of several units attempted to procure double-deck beds at inflated prices, with supplier proposals failing to meet tender documentation requirements.
Additionally, two military units failed to comply with the general technical requirements for off-road passenger vehicles of the PICKUP type during the tender process. This led to the cancellation of these procurement procedures.
“Among other outcomes, auditor recommendations enabled two military units to reduce the cost of procuring batches of Mavic quadcopter drones by over UAH 630,000,” said Colonel Oleksandr Tytkovskyi, Director of the Internal Audit Department of the Ministry of Defence of Ukraine.
However, according to him, not all officials respond to warnings from the Ministry of Defence's audit service, which leads to the improper use of budget funds, creates conditions for abuse, and results in the procurement of goods at inflated prices. Reports on such cases are obligatorily submitted to military authorities for response.
