New rules for obtaining deferments: who can apply in Reserve+ and who should visit an Administrative Service Center
Starting November 1, 2025, new, improved rules for applying for, processing, and extending mobilization deferments will take effect.
The changes were initiated by the Ministry of Defence and supported by the Government. These changes aim to ensure maximum transparency and ease the workload of Territorial Recruitment and Social Support Centers (enlistment office), allowing them to concentrate on mobilization efforts.
All deferments that can be confirmed through state registers or are of a permanent nature will be extended automatically.
Applying for deferments online through the Reserve+ app has become the primary method. Applicants can also complete the process offline at Administrative Service Centers (ASCs).
The Ministry of Defence clarifies who is eligible to apply online through Reserve+ and who must visit an Administrative Service Center (ASC).
Who can apply for a deferment online in Reserve+
There are currently 10 types of deferments available in Reserve+. The following categories can apply for a deferment in the app:
- Individuals with disabilities;
- Individuals temporarily unfit for military service, as confirmed by an electronic decision of the Military Medical Commission (MMC);
- Parents of a child with a disability under 18 years of age;
- Parents of an adult child with a disability of Group I or II;
- Individuals whose spouse has a disability of Group I or II;
- Women and men whose spouses serve in the military and who have a child;
- Parents of three or more children within the same marriage;
- Single parents raising a child under the age of 18;
- Students and postgraduates;
- Employees of higher and vocational education institutions.
The list of digital deferments will continue to expand. The next type of deferment to become available in the app will cover individuals who care for a parent with a disability.
Who should visit an Administrative Service Center (ASC) to apply for a deferment
Starting November 1, individuals whose deferment category has not yet been digitized, as well as those who do not use smartphones or possess only paper documents with insufficient data in state registers, may submit a deferment application at any convenient ASC.
The following categories can apply to an ASC:
- Guardians, custodians, foster parents, and caregivers of a child with a disability under the age of 18;
- Women and men acting as guardians, custodians, foster parents, or caregivers of a seriously ill child who has not been officially recognized as having a disability.
- Adoptive parents, guardians, custodians, foster parents, family-type caregivers, and patronage caregivers responsible for a minor who, prior to adoption, was an orphan or a child deprived of parental care.
- Individuals providing constant care for a sick spouse, child, their own parents, or the parents of their spouse, provided that those parents have no other able-bodied family members who can provide such care.
- A guardian of an individual recognized by a court as legally incapacitated.
- Individuals whose spouse has a disability of Group III.
- Individuals whose parent or whose spouse’s parent has a Group I or Group II disability.
- Relatives of the second or third degree of kinship of a person with a Group I or Group II disability who are engaged in providing constant care for them.
- Other individuals liable for military service or specific categories of citizens in cases stipulated by law.
- Teaching staff of general secondary education institutions, as well as research staff who are not involved in the educational process.
- Women and men whose immediate family members (husband, wife, son, daughter, father, mother, brother, or sister) were killed or went missing under special circumstances during the Anti-Terrorist Operation, the defense and deterrence of russian armed aggression in Donetsk and Luhansk regions, or while martial law is in effect in Ukraine.
- Family members (husband, wife, son, daughter, father, mother, brother, or sister) of individuals who were posthumously awarded the title of Hero of Ukraine for their bravery and sacrifice during the Revolution of Dignity.
- Individuals unlawfully deprived of liberty as a result of the armed aggression against Ukraine.
- Individuals liable for military service under the age of 25 who have completed basic general military training (BGMT) or basic military service.
- Service members released from captivity.
Documents required when visiting an Administrative Service Center (ASC)
When visiting an ASC, applicants must have their national ID (passport), taxpayer identification number (RNOKPP identification code), and the required documents for their deferment type. Applicants may submit either original documents or notarized copies.
The administrator submits the documents to the enlistment office via the Diia portal.
If approved, the enlistment office sends the result to the Administrative Service Center (ASC). Afterwards, the ASC contacts the applicant by phone and, if required, may issue a printed version of the updated registration document with the deferment mark. The document can also be printed through the Reserve+ app or the Diia portal.
In the case of a negative decision, the applicant receives an email from the enlistment office with a form explaining the reasons for the refusal.
What else is essential to keep in mind
The deferment application must be submitted exclusively in person. Representatives, including relatives or legal advisors, are not authorized to do so.
The applicant bears responsibility for submitting incomplete or inaccurate information in the document package. Incorrect or incomplete information may constitute grounds for the enlistment office to deny a deferment. In such a case, the applicant will have to reapply.
Paper deferment applications cannot be submitted from outside Ukraine.
A printed description of the incoming document package, issued by the ASC administrator after accepting the application, serves as confirmation that a deferment application was submitted to the ASC.
