New deferment option in Reserve+: for employees of higher, professional pre-higher, and vocational education institutions

The updated Reserve+ app now includes a new deferment category for academic, teaching, and research staff of higher, pre-higher, and vocational education institutions, as well as research institutes and organizations.

Eligibility for a deferment requires that the following information be registered in the Unified State Electronic Education Database:

  • Primary place of employment;
  • Workload of at least 0.75 of a full-time equivalent (FTE);
  • Confirmation that the individual belongs to the educational personnel group engaged in the educational process in one of the following sectors: higher, professional pre-higher, or vocational education; or holds an administrative position classified as teaching staff.

Applying for a deferment is straightforward: on the main screen of the Reserve+ app, tap the three-dot menu, select “Request a Deferment,” and choose the relevant category. A notification with the result will follow. 

If an employee’s position at an educational institution satisfies the three criteria listed above, but the deferment request is still not processed in Reserve+, they should reach out to their institution. The employer is responsible for checking and, if needed, correcting the data in the Unified State Electronic Education Database.

It should be noted that this week, deferment for spouses of individuals with a disability group I or II was introduced. Overall, deferment options have been available in Reserve+ since November of last year. Currently, 40% of all deferments are processed through the app.

This functionality was implemented by the Ministry of Defence of Ukraine in cooperation with the Ministry of Education and Science of Ukraine and the “Inforesurs” state-run enterprise with the support of the European Union under the DT4UA project, implemented by the Estonian e-Governance Academy. The initiative also received support from the World Bank under the “Ukraine Improving Higher Education for Results Project” (UIHERP), the Federal Ministry of Defence of Germany, and the Better Regulation Delivery Office (BRDO).
