Minister of Defence Denys Shmyhal introduces new Deputy Ministers of Defence

The Minister of Defence of Ukraine, Denys Shmyhal, introduced the new Deputy Ministers appointed by the Cabinet of Ministers of Ukraine. The team has been reinforced by experienced military personnel, experts from the private sector, and specialists in defense technologies.

“We are building a professional and results-oriented team capable of delivering systemic changes across all key areas of the defense sector — from digital transformation and logistics to weapons production and international cooperation,” stated Denys Shmyhal.

New Deputy Minister of Defence of Ukraine

Lieutenant General Ivan Havryliuk — First Deputy Minister of Defence of Ukraine

Lieutenant General Havryliuk has extensive experience in senior roles within the military administration of the Armed Forces of Ukraine. He previously served as Advisor to the Commander of the Logistics Forces of the Armed Forces of Ukraine, Head of the Main Department of Logistics, and Deputy Chief of the General Staff of the Armed Forces of Ukraine. 

From April to August 2022, he led Ukraine’s Working Group at the Coordination Headquarters for Assistance to Ukraine in Germany.

From October 2023 to May 2024, he served as Deputy Minister of Defence, and from May 2024 until April 2025, as First Deputy Minister of Defence.

Sergiy Boyev – Deputy Minister of Defence of Ukraine

Sergiy Boyev has significant experience in economics, strategic planning, industry, and security.

He began his career as an analyst at international financial institutions, including JPMorgan Chase & Co. and Credit Suisse, in the United Kingdom. Upon returning to Ukraine, he worked at Boston Consulting Group Ukraine and held senior positions at Ukrgasvydobuvannya JSC and Naftogaz of Ukraine NJSC, where he was responsible for strategy, development, and analytics.

Since 2023, he has held the positions of Advisor and subsequently Deputy Minister for European Integration at the Ministry of Strategic Industries.

In October 2024, he was appointed Deputy Minister of Defence for European Integration, and in April 2025, he became First Deputy Minister of Defence.

Anna Gvozdiar – Deputy Minister of Defence of Ukraine

A volunteer and civic activist, Anna Gvozdiar has been involved since 2014 in initiatives supporting the military, addressing issues concerning Ukrainian prisoners of war, and assisting families of fallen service members.

From 2015 to 2016, she worked as an Advisor to the Head of the Luhansk Regional Military-Civil Administration. 

From 2020 to 2023, she held the position of Director at the Serhiy Prytula Charity Foundation.

From September 2023 to 2025, she was Deputy Minister for Strategic Industries of Ukraine. Anna Gvozdiar has extensive expertise in defense manufacturing, innovation, and scaling the defense industry.

Colonel Volodymyr Zaverukha – Deputy Minister of Defence of Ukraine

Colonel Volodymyr Zaverukha possesses 22 years of experience in both military service and various roles within the defense sector.

His military career began in 2006 when he joined the Engineering Troops. From 2017 to 2020, he served in the Directorate of Environmental Safety and Mine Action. From 2020 to 2025, he held several senior positions at the Ministry of Defence of Ukraine, including Deputy Director of the Department of Military-Technical Policy, Armament, and Military Equipment Development, as well as Head of the Directorate of Armament and Military Equipment Development.

In May 2025, he was appointed First Deputy Minister of Strategic Industries of Ukraine.

Major Yurii Myronenko – Deputy Minister of Defence of Ukraine

Major Yurii Myronenko has experience managing large holdings and possesses deep expertise in drone technologies.

During the full-scale invasion, he defended Kyiv as a member of the 112th Territorial Defence Brigade. From March to December 2023, he commanded a UAV unit within the State Service of Special Communications and Information Protection, participating in combat operations in southern Ukraine.

He was awarded the Silver Cross and Steel Cross badges by the Commander-in-Chief of the Armed Forces of Ukraine.

From 2023 to 2024, he headed the State Service for Special Communications and Information Protection, achieving significant progress in technological support for the Security and Defence Forces. In cooperation with the Ministry of Digital Transformation, he launched a transparent UAV procurement system that supplied the military with over 1 million drones.

From December 2024 to February 2025, he served as Deputy Minister of Digital Transformation of Ukraine.

In February 2025, Major Yurii Myronenko headed the MoD’s Center for Innovation and Development of Defense Technologies, coordinating the implementation of the DELTA combat system.

Oksana Ferchuk – Deputy Minister of Defence of Ukraine for Digital Development, Digital Transformation, and Digitalization

In 2022, Oksana Ferchuk held the position of Advisor to the Minister of Defence, with a focus on advancing the digitalization of logistics processes. She coordinated the implementation of the LOGFAS system, which Ukraine gained full access to in 2022, as well as the launch of the ‘Korovai’ international cooperation platform.

She ensured the coordination of the implementation of the Medical Information System of the Armed Forces of Ukraine (MIS AFU) at the Medical Forces Command.

She also coordinated the implementation of the SAP logistics management system, including the automation of supply processes for non-lethal support (clothing, gear, and fuel and lubricants), armaments (ground weapon systems, UAVs, electronic warfare), communications equipment, medical supplies, and contract management.

Before the full-scale invasion, she held senior management roles at prominent Ukrainian logistics and product service companies, including Director of the Nova Poshta Group, the Prozorro public procurement e-platform (part of the Prozorro reform), and the Vchasno electronic document management service.

“Each Deputy Minister will be assigned specific tasks. The first results must be tangible as soon as possible,” emphasized Minister of Defence Denys Shmyhal.
