In 2024, the DOT, the acquisition agency of the Ministry of Defence, used UAH 17 billion of saved funds to procure additional ration packs, fuel, and personal protective equipment
The State Operator for Non-Lethal Acquisition (DOT), the acquisition agency of the Ministry of Defence, placed procurement lots for essential goods for the Armed Forces of Ukraine in 2024, amounting to a total of UAH 92 billion. These goods were purchased for UAH 75 billion through open bidding. This approach led to savings of UAH 17 billion. The effective management of funds facilitated the addressing of additional needs of the Armed Forces of Ukraine.
The saved funds were allocated, in particular, to:
Procurement of additional fuel, lubricants, and specialty fluids;
The first-ever centralized procurement of fuel vouchers;
Daily field rations;
Protective equipment for the military (body armor and helmets).
“Savings are not an end in themselves, but a means to allocate additional resources toward strengthening the country’s defense capabilities. It is crucial for the Ministry of Defence to manage the budget effectively. These funds should work for the Armed Forces of Ukraine. Therefore, together with the State Operator for Non-Lethal Acquisition, we are directing the saved funds towards the urgent needs of the military,” emphasized Dmytro Klimenkov, Deputy Minister of Defence of Ukraine.
These results demonstrate the effectiveness of procurement reforms and the prioritization of addressing the critical needs of the Ukrainian Armed Forces.
“Every hryvnia saved is a step toward more efficient provision of support for our military. Savings are only achievable by adhering to the highest anti-corruption standards at every stage of work,” said Arsen Zhumadilov, General Director of the DOT.
