How to complete Starlink verification: The Ministry of Defence answers the most frequently asked questions

The verification process for Starlink terminals in Ukraine is ongoing. This step was a rapid response to the use of this technology by russians in drone attacks to terrorize Ukraine’s civilian population.

Terminals included in the first batch added to the SpaceX whitelist are operating without restrictions. Terminals used by russian forces in temporarily occupied territories have already been blocked.

The Starlink whitelist is currently being updated gradually. If you have submitted your terminal details for registration, but it is not yet operational, please allow up to 48 hours. This is a large-scale process that takes time. The Ministry of Defence of Ukraine is working to enable real-time data submission for verification.

If you have not yet submitted your terminal details for verification, please plan to do so as soon as possible. The implementation of Starlink whitelists has begun and will continue.

Below are answers from the Ministry of Defence to the most frequently asked questions about Starlink verification. 

Is there a deadline for verification? 

The implementation of Starlink whitelists has begun and will continue on an ongoing basis. The sooner you submit your terminal details for verification, the sooner it will become operational. Please note that the verification process takes up to 48 hours. 

I can’t find the section on the Diia portal to register terminals owned by legal entities. What should I do? 

This service will become available soon. Once it is launched, log in to the Diia portal using the qualified electronic signature (QES) of the legal entity. Then select the service titled “Notification of Starlink terminal use”.  

I have a Starlink terminal that has not been used yet. Should I register it now or after activation? 

Even if your Starlink terminal has not been used yet, it still must be verified. Verification will remain available on an ongoing basis, so terminals that are not currently in use can be verified quickly whenever needed. 

What is the procedure for Starlink terminals that have been ordered but have not yet been delivered to Ukraine? 

Ordered terminals that have not yet arrived in Ukraine should be submitted for verification after delivery. Military personnel apply through designated military unit officers, civilians through Administrative Service Centers (ASCs), and businesses through the Diia portal. 

Administrative Service Centers (ASCs) are overloaded due to power outages, and queues form early in the morning. What is the procedure for terminal verification? 

Indeed, due to russian strikes on the energy infrastructure, most ASCs are operating on alternative power sources. Please plan your visit in advance. Before going to the ASC, check operating hours by phone or book an appointment through the ASC website’s electronic queue. 

We submitted our terminal details for verification, but it still isn’t working. Why? 

At this stage, all terminals submitted for verification by 23:59 on 03 February 2026 have been included in the whitelist. The process is ongoing, and the next batch of registrations will be processed shortly. 

What happens if a service member submits a Starlink terminal owned by a civilian for verification via DELTA? 

We strongly advise against doing so, as Starlink terminals owned by civilians are subject to a separate verification mechanism. 

How should a Starlink terminal be registered if a service member uses it for non-service-related purposes, for example, during rest periods between combat missions? 

Such a terminal can be verified either through a designated military unit officer or through Administrative Service Centers (ASCs) under the civilian procedure. 

Is there a requirement to place personally owned Starlink terminals submitted to the whitelist on a military unit’s balance? 

No. There are no plans to transfer personally owned Starlink terminals to military unit balances. 

What if a Starlink terminal stored in a warehouse is not submitted to the whitelist in time and gets blocked — can it be unblocked later? 

Yes. A blocked Starlink terminal that is in storage or was not submitted to the whitelist in time can still be submitted for verification. Once it is added to the whitelist, it will become operational. 

Why can only authorized personnel verify military Starlink terminals, rather than anyone with access to DELTA?

The current DELTA submission method was implemented as a rapid, temporary solution. A new application submission method that better meets security requirements is currently under development.  Access will be limited to designated responsible personnel. 

Will the submission process be streamlined so people don’t have to wait in queues at Administrative Service Centers (ASCs)? 

Efforts are underway to streamline and speed up the Starlink terminal registration process. However, this is a large-scale technological effort involving multiple factors. 

We submitted our Starlink terminal details last night, but it’s still blocked today. Will it start working, and how long should we wait? 

The whitelist is currently active for all terminals submitted by the end of 03 February 2026. Accordingly, terminals submitted on 04–05 February are expected to become operational overnight. Please be patient — this is a large-scale technological process. 

Is it possible to check whether a specific terminal has been added to the whitelist? 

There is currently no service available to confirm whether a terminal has been included in the whitelist. 

Will terminal verification via the Diia portal be available for civilians, not only for businesses? 

No. This restriction is in place for security reasons. 

Who will administer the whitelist database? What mechanisms will be in place to appeal terminal blocking? Will the Starlink company have access to this database? 

These are security-related matters. Further details on the mechanisms and algorithms will be communicated once the process has been fully automated. 

Were all Starlink terminals blocked, or only those in russian hands?

Due to russian terror, a special Starlink operating regime has been introduced across Ukraine. Only whitelisted terminals are allowed to operate. Accordingly, verification is required to ensure continued safe and reliable use of your terminal.
