Faster delivery of material assets to the military: The State Operator for Non-Lethal Acquisition, the acquisition agency of the Ministry of Defence, details new requirements for suppliers
The Ministry of Defence’s acquisition agency, the State Operator for Non-Lethal Acquisition (DOT), has initiated inspections of Joint Logistics Centers (JLCs) to evaluate the impact of new packaging and labeling requirements for gear and clothing assets on the Centers’ operations.
Through the optimization and digitalization of logistical processes, the JLCs are now capable of receiving larger volumes of material assets without delaying the unloading process. Assets are now sorted, facilitating easier inventory management and expediting distribution. This was the primary objective of implementing the new requirements for suppliers.
A transitional period for suppliers is in effect until the end of March to ensure the proper generation of QR codes, as some currently fail to function correctly. In addition, during the inspections, JLC personnel pointed out the uneven distribution of deliveries.
In 2025, the Ministry of Defence’s procurement agency, DOT, concluded contracts for the delivery of a significant volume of gear and uniforms, including body armors worth nearly UAH 2.9 billion and helmets valued at approximately UAH 700 million. These are substantial volumes of gear and clothing assets. Therefore, proper sorting and logistics reduce the delivery time from Ukrainian manufacturers to Ukrainian defenders,” said Glib Kanievskyi, Director of the Procurement Policy Department at the Ministry of Defence.
According to Viktoriia Vynohradova, Director of the Property Programme at the DOT, it was revealed that on certain days, the JLCs receive excessive cargo, which increases staff workload and may pose safety risks. “Conversely, other days see far fewer deliveries. The DOT has noted this issue and will explore solutions to address it,” she emphasized.
To ensure rapid response to such challenges, the DOT plans to introduce quarterly online meetings with JLC representatives to gather feedback and recommendations, enabling swift improvements to the logistical process.
To recap, the MoD’s Main Directorate of Logistics Support Development, in collaboration with the DOT, the Main Directorate of Gear and Clothing Supplies for Non-Lethal Logistical Support under the Logistics Forces Command of the Armed Forces of Ukraine, Joint Logistics Centers, and SAP implementation experts, has developed a new technical specification for suppliers delivering gear and clothing assets funded by the 2025 budget. This specification sets clear requirements for accepting, packaging, and labeling assets, optimizing logistical processes, reducing unloading times, and easing the burden on the logistics centers supplying the Armed Forces of Ukraine.
