Due to competitive bidding, over UAH 2 million were saved on the procurement of lubricants for the Armed Forces of Ukraine in 2025
The State Operator For Non-Lethal Acquisition (DOT), the acquisition agency of the Ministry of Defence, saved UAH 2.26 million during the procurement of lubricants for the needs of the Armed Forces of Ukraine in 2025.
Achieving savings of 14.3% from the announced cost was made possible by implementing an effective procurement strategy, announcing tender procedures promptly, and ensuring the active participation of suppliers.
The initial announced procurements encompassed:
motor oils;
turbine oils;
oils, hydraulic fluids;
motor oils for diesel engines.
The total procurement cost amounted to UAH 13.52 million, compared to the planned UAH 15.78 million.
The average number of participants in DOT procurements was 4.17. This figure surpasses the market average of 2.6 tenderers in the public procurement of lubricants.
“The results of the DOT's activities demonstrate that through transparent and efficient procedures, we can not only meet the needs of the Armed Forces of Ukraine but also achieve significant savings in public funds. “More than four bidders per tender is not just a statistic, but a sign of business confidence in the Ministry of Defence,” said Deputy Minister of Defence of Ukraine, Dmytro Klimenkov.
Involving a broad range of participants at every procurement stage enables the DOT to secure the best price-to-quality ratio. This approach is especially important for ensuring the Armed Forces of Ukraine are provided with critical resources, including lubricants for various types of machinery.
The DOT continues to actively involve companies in public procurement. For this purpose, a series of educational materials titled 'Supporters: How Businesses Can Become Suppliers to the Armed Forces of Ukraine' has been created. The series is available on the 'Diia.Education' platform and the 'Diia.Business' portal. This initiative fosters the development of Ukrainian businesses and strengthens the country's economy.
