DOT, the MoD’s procurement agency, has procured diesel fuel for June at a price 10% below the expected cost

The Ministry of Defence’s procurement agency, the State Operator for Non-Lethal Acquisition (DOT), has completed the procurement of diesel fuel for the Armed Forces of Ukraine for June. The tender concluded with a weighted average price of UAH 31,355.31 per tonne across all lots. 

“This represents a 10.41% reduction below the DOT’s expected cost, with the total contract value amounting to UAH 1.17 billion,” stated Glib Kanievskyi, Director of the Procurement Policy Department of the Ministry of Defence of Ukraine.

Since the beginning of 2025, the DOT has procured fuel and lubricants worth UAH 10.9 billion for the Armed Forces of Ukraine, added Glib Kanievskyi.

This reflects the effectiveness of the DOT’s procurement strategy, which includes:

  • Spot procurements – short-term (monthly) purchases at real-time market rates, ensuring fair and competitive pricing;
  • Strategic timing of procurement initiation, leveraging downward trends in crude oil quotations and futures contracts to reduce costs for the state budget;
  • Establishing the expected value as the highest potential bidder price, assessed immediately before the tender announcement based on market trends.

Maryna Yeremieieva, Director of the Fuel and Lubricants Program at DOT, emphasized that the agency continues to provide the military with timely, high-quality fuel supplies, efficiently managing state funds by aligning procurement with market dynamics. “Our objective is not only to guarantee a continuous supply but also to ensure that every hryvnia of the budget is utilized effectively, as it is essential for achieving victory,” she added.

The DOT remains committed to procuring resources to strengthen national defense capabilities, optimizing state budget expenditures, and applying a regional-based fuel procurement model.
