Digitalization of military personnel services: five key advantages of the ‘Impulse’ system

The Ministry of Defence of Ukraine is rolling out ‘Impulse’, a digital system for personnel record-keeping, which is now being officially implemented across military units.

This is the first digital system in the Armed Forces of Ukraine designed for full-scale deployment across all units. It enables tracking of personnel events, automates document workflows, and ensures consistent and integrated reporting.

Five key advantages of the ‘Impulse’ system for individual units and the military as a whole. 

1. Less time spent on paperwork — more time devoted to service

‘Impulse’ automates tasks related to personnel record-keeping that were previously done manually.

Orders, certificates, and reports are generated electronically and more quickly, eliminating the need for monotonous copying. This reduces routine tasks and frees up resources to focus on people rather than files and paperwork.

2. All personnel information is easily accessible

The system provides personnel services with a coherent and comprehensive overview of who is on duty, on leave, or undergoing medical treatment.

A single, reliable data source replaces dozens of separate files and spreadsheets, ensuring information integrity and completeness.

3. Decision-making based on consistent data

‘Impulse’ helps generate reports with data that remain consistent and non-contradictory.

This enables commanders to make prompt decisions based on structured and verified data, rather than scattered spreadsheets or fragmented information.

4. Operating in a secure official system

The system complies with current cybersecurity requirements applied by NATO member states.

The system features clear access segmentation and role management. Each military unit operates exclusively with data on its own personnel. This eliminates the need for separate Excel spreadsheets and ad hoc solutions, ensuring work within a secure and controlled system.

5. The core of the Armed Forces’ digital space

Impulse will form the basis for establishing a unified digital ecosystem in the defense sector.

The system provides for integration with Army+, electronic document management, the Medical Information System, and other digital systems of the military.

This will establish the foundation for a comprehensive digital environment where all processes are interconnected and operate efficiently, based on a single reliable data source.

About ‘Impulse’

‘Impulse’ serves as the digital system for personnel record-keeping within the Armed Forces of Ukraine. It streamlines the operation of personnel services, providing quick access to up-to-date information on service members and enabling the generation of consistent reports and documents.

‘Impulse’ was developed by the Armed Forces of Ukraine’s Center for Scaling Technological Solutions, where IT specialists with many years of civilian experience in Ukrainian and international IT companies serve. 

Deployment of the system in the military is ensured by units of the Ministry of Defence of Ukraine and the Armed Forces of Ukraine.
