Denys Shmyhal: From January 1, all military procurement is centralized under the MoD Defence Procurement Agency

From January 1, a new stage of defense supply reform began: all procurement for the Ukrainian military—including weapons, clothing, gear, food, and fuel and lubricants—will be centralized under the Ministry of Defence of Ukraine’s Defence Procurement Agency.

“This means a single point of accountability for the defense supply domain and the implementation of a comprehensive procurement strategy. The Ministry of Defence will continue to retain its policy-making and oversight functions. The DPA Supervisory Board will continue its work, and members will be appointed to vacant positions through an open, competitive process during January,” stated Minister of Defence of Ukraine Denys Shmyhal.

He noted that defense procurement reform has been ongoing since 2023 and has already proven effective. Paper-based processes have been phased out, and a modern digital infrastructure for defense supply has been established.

A key achievement is the DOT-Chain system, which has digitized approximately 70% of documentation related to the supply of weapons and non-lethal assets. Other key outcomes include early needs planning and contracting, establishing direct interaction with military units, and organizing systematic work with the market.

“In 2026, the Ministry of Defence’s Defence Procurement Agency will continue its strategic course toward digitalization, the scaling of DOT-Chain, and the enhanced involvement of the military in decision-making through rapid, targeted feedback mechanisms. We are continuing to build a clear, transparent, and efficient defense procurement system,” Denys Shmyhal concluded.
