At OFDeF conference, Sergiy Boyev calls on NATO member states to join PURL initiative
The Deputy Minister of Defence of Ukraine, Sergiy Boyev, took part in the fourth Operational Force Development Framework Conference (OFDeF).
Over the year of its operation, OFDeF has become NATO’s primary instrument for planning requirements for training, equipment, and supplies for the Defence Forces of Ukraine.
Sergiy Boyev briefed partners on the current battlefield situation, projected operational dynamics, and urgent needs. Among the critical needs, he highlighted air and missile defense systems and their associated missiles, noting that the enemy significantly intensifies infrastructure attacks during the autumn and winter months.
“NATO’s PURL initiative to procure U.S. weapons has proven effective. The speed of critical weapons deliveries is vital for us. For this reason, I call on all our partners to engage more actively in this mechanism,” the Deputy Minister stated in his address to representatives of NATO member states.
Notably, Sergiy Boyev underscored an additional funding requirement of $6 billion for Ukraine’s defense industry, directed toward the production of drones, interceptors, and long-range capabilities. According to him, this will help Ukraine face battlefield challenges more confidently in early 2026.
Sergiy Boyev also emphasized the importance of the NATO Security Assistance and Training Mission to Ukraine (NSATU), which plays a crucial role in strengthening frontline capabilities.
The OFDeF Conference was held in Poland, bringing together over 900 participants. Participants included representatives from the Armed Forces of Ukraine, the Security Assistance Group Ukraine (SAG-U), the NATO Security Assistance and Training for Ukraine (NSATU), the European Union, NATO institutions, and partner nations. Extensive work within the working groups, coordination of requirements, and coalition-level planning concluded with final reports presented to over 70 generals and admirals.
