Applying for, processing, and extending deferments: how the process becomes simpler from November 1

Effective November 1, 2025, Ukraine introduces a new system for applying for and processing the issuance and extension of mobilization deferments.

Changes have been introduced to the Cabinet of Ministers Resolution No. 560. They stipulate the automatic extension of most deferments, the prioritization of digital processing through the Reserve+ app, and the submission of documents to Administrative Services Centers (ASCs) instead of enlistment offices.

“Most of the issued deferments — more than 600,000 — are now being extended automatically. Those eligible have already received notifications in Reserve+. The system will ensure that each deferment is extended on time. We are ensuring transparency, eliminating risks of manipulation, and easing the workload of enlistment offices to allow them to focus on mobilization efforts, which remain the primary priority for the military,” said Mstyslav Banik, Head of Digital Products at the Ministry of Defence.

Below is a detailed explanation of the changes.

1. The majority of deferments already issued are now extended automatically

Automatic extension applies to:

1. Deferments for which the grounds can be verified through state registries;

2. Deferments for which the grounds do not change over time.

Reserve+ users whose deferments are automatically extended receive notifications in the app.

Automatic extension applies to the following categories:

  • individuals with disabilities;
  • those deemed temporarily unfit for military service;
  • parents of a child with a disability under 18 years of age;
  • parents of an adult child with a disability of Group I or II;
  • individuals whose spouse has a disability of Group I or II;
  • individuals whose father or mother has a disability of Group I or II;
  • women and men whose spouses serve in the military and who have a child;
  • parents of three or more children within the same marriage;
  • students and postgraduates;
  • employees of higher and vocational education institutions;
  • individuals whose immediate relatives lost their lives or went missing in action during combat operations or martial law;
  • relatives of Heroes of Ukraine posthumously honored for their bravery shown during the Revolution of Dignity;
  • individuals deprived of liberty as a result of the armed aggression against Ukraine;
  • service members released from captivity.

If a deferment was supposed to be extended automatically but was not, it means that the data in the registers is missing or outdated. In this case, it is necessary to update the information or visit an Administrative Services Center (ASC) with the required documents to apply for a deferment.

2. The primary method for applying for a deferment is through the Reserve+ app

The Reserve+ app for individuals liable for military service now supports 10 types of deferments. The following categories are able to obtain a deferment online:

  • individuals with disabilities;
  • those deemed temporarily unfit for military service;
  • parents of a child with a disability under 18 years of age;
  • parents of an adult child with a disability of Group I or II;
  • individuals whose spouse has a disability of Group I or II;
  • women and men whose spouses serve in the military and who have a child;
  • parents of three or more children within the same marriage;
  • single parents raising a child under the age of 18;
  • students and postgraduates;
  • employees of higher and vocational education institutions.

The list will be further expanded. A deferment option for individuals whose father or mother has a disability of Group I or II will be added soon.

3. Territorial Recruitment and Social Support Centers (enlistment offices) no longer accept deferment applications directly from citizens

Individuals whose deferment category has not yet been digitized, who do not use smartphones, or who possess only paper documents may submit an application at any convenient Administrative Service Center (ASC).

In such cases, the ASC administrator receives and scans the documents and forwards them electronically to the respective TRSSC for decision-making. This means the ASC acts as a front office, while the final decision remains with the TRSSC.

Once a decision has been made, the Reserve+ user receives a notification in the app, and a deferment mark automatically appears in their electronic military registration document. There is no need to reach out to the ASC again. The ASC administrator additionally informs the applicant by phone about the result and, if necessary, may print out the electronic military registration document with a deferment mark.

4. Paper certificates with ink stamps are no longer issued

The primary proof of deferment is now the electronic military registration document available in the Reserve+ app.

If a user does not have access to a smartphone, a paper copy of this document can be printed. The file for printing can be obtained through:

  • the Reserve+ app;
  • the Diia portal;
  • or, if necessary, by requesting a printed copy from a TRSSC (or from an ASC if it concerns a document with a deferment mark).
