Where service members can submit requests to restore their rights
The Ministry of Defence of Ukraine oversees compliance with the rights of service members. The key body responsible for this area within the Ministry is the Main Directorate for the Protection of Service Members’ Rights (MDPSMR).
The Ministry of Defence provides clarification on the MDPSMR’s mandate, the scope of issues it addresses, and the channels for submitting requests.
The Main Directorate for the Protection of Service Members’ Rights focuses its activities on identifying and addressing violations that have public resonance or are systemic in nature.
In particular, MDPSMR reviews requests and complaints regarding:
- widespread and systemic violations of service members’ rights and social guarantees, including those affecting their family members (non-payment, inadequate provision, etc.);
- any forms of discrimination, including gender-based discrimination;
- instances of sexual harassment and attempted violations of sexual freedom during service;
- ensuring equal rights and opportunities for women and men within the Armed Forces of Ukraine and the State Special Transport Service.
Who is eligible to submit requests
The MDPSMR accepts requests from service members of the Armed Forces of Ukraine and the State Special Transport Service, individuals liable for military service and reservists called up for training exercises, family members of service members, as well as Members of Parliament and attorneys (acting in the interests of service members and subject to documentation confirming their authority to represent them).
Channels for submitting requests
Requests may be submitted using any of the following channels:

- via the Ministry of Defence hotline: short code 1512 (for service members and their family members).
Request review timelines
Requests are reviewed in accordance with the Law of Ukraine “On Citizens’ Requests.”
- Standard timeframe: up to one month from the date of receipt.
- Expedited timeframe: immediately, but no later than 15 days, where the matter does not require further examination.
Extended timeframe: where resolution within one month is not possible, an additional period is granted; however, the total review period may not exceed 45 days (with separate notification to the applicant).
