Ukraine and Germany sign agreements on an anti-ballistic programme and UGV production

Ukraine’s Minister of Defence, Mykhailo Fedorov, and Germany’s Federal Minister of Defence, Boris Pistorius, signed two implementation agreements on the sidelines of the Ramstein-format meeting of the Ukraine Defense Contact Group.
President of Ukraine Volodymyr Zelenskyy and NATO Secretary General Mark Rutte attended the signing of the implementation agreements.
The documents relate to the development of anti-ballistic capabilities and the joint production of Termit unmanned ground vehicles (UGVs) in Germany.
Anti-ballistic programme
The first implementation agreement is aimed at strengthening industrial cooperation between Ukrainian and German companies in air and missile defence.
The focus is on developing European and Ukrainian industrial capabilities for anti-ballistic defence and supporting the future development and manufacture of advanced interceptor missiles.
The initiative forms part of a large-scale project aimed at creating a sovereign European solution against ballistic missile threats.
For Ukraine, this is one of the priority areas for bolstering the protection of cities, critical infrastructure, and civilians against russian missile attacks. For Europe, it represents a step towards developing its own modern anti-ballistic capabilities based on Ukraine’s experience of full-scale war.
The project is being implemented as part of the agreements reached between President Volodymyr Zelenskyy and Ukraine’s international partners.
Termit UGV production in Germany
The second implementation arrangement provides for the joint production of Termit unmanned ground vehicles (UGVs) in Germany.
The project will make it possible to jointly manufacture and deliver several thousand UGVs to the Defence Forces of Ukraine. Germany will finance the implementation of the project.
Mykhailo Fedorov thanked Germany and Boris Pistorius personally for their leadership and commitment to supporting initiatives that strengthen the Defence Forces of Ukraine and contribute to European security.
