Travel voucher booklet for Combatant Status holders: when it is issued, how to use it, and how to get a new one
Service members with Combatant Status are entitled to either free round-trip travel once every two years by rail, water, air, or intercity road transport, regardless of the availability of rail connections, or round-trip travel once per year by the same modes of transport with a 50 percent discount.
To do so, a valid travel voucher booklet is required.

When the travel voucher booklet is issued
The travel voucher booklet entitling the holder to receive travel tickets with a 50 percent discount must be issued for the first time simultaneously with the Combatant Status ID card.
How to exercise the right to preferential travel on intercity transport
At the ticket counter, the service member is required to present a Combatant Status ID card and the travel voucher booklet. Ticket clerks exchange the vouchers for tickets.
What to do when the travel voucher booklet expires
Upon expiration of the travel voucher booklet, a new booklet is issued. Active-duty service members are required to submit a report to the commander of their military unit.
An expired travel voucher booklet must be returned. In the absence of the booklet, the authorized issuing authority verifies the grounds for entitlement to a new one.
It is important to note that service members traveling on preferential tickets are subject to all rules and conditions of carriage applicable to the relevant mode of transport.
