The vote for members of the Public Anti-Corruption Council of the Ministry of Defence will take place on January 7

On January 7, 2025, Ukrainians will have the opportunity to vote for members of the Public Anti-Corruption Council of the Ministry of Defence.

The open nationwide online voting will be held from 09:00 to 21:00 on the official website of the Ministry of Defence. The complete list of candidates can also be accessed on the website.

Fifteen candidates with the highest number of votes will make up the Council. Voting results will be publicly released on the Ministry of Defense’s information resources within five business days.

Why is this important?

Throughout the next two years, the members of the Anti-Corruption Council will assist in evaluating corruption risks within the Ministry of Defence. They will contribute to the development of appropriate anti-corruption measures.

It is through the votes of Ukrainian citizens that the composition of the Council will be decided. Therefore, the Ministry of Defence encourages citizens to participate actively in voting.

Who is eligible to vote?

Participation is open to all citizens of Ukraine within the territory of Ukraine. Authentication will be carried out using the BankID or Diia.Signature services.

Considering the enemy's continuous attacks on Ukraine's IT infrastructure, voting is restricted to those physically present in Ukraine.

Every participant is allowed to cast a vote only once. Out of a total of forty candidates, up to fifteen can be selected as representatives.

Who can nominate candidates, and how?

Candidates for the competition were nominated by public organizations whose activities are related to preventing and combating corruption. Only NGOs registered with the state at least two years prior to the competition's announcement were allowed to submit nominations.

The list was approved by the Commission responsible for overseeing the competition, established by an order of the Ministry of Defence. The Commission includes representatives from the current Public Anti-Corruption Council, public organizations, and consultative advisory bodies. The Ministry of Defence representatives do not have the right to vote during the Commission's meetings.

All NGOs provided public reports detailing their activities and disclosing their funding sources from the past year. The qualifications of all candidates have been verified according to the criteria specified in the Regulations for the Public Anti-Corruption Council of the Ministry of Defense of Ukraine.

A total of 42 candidates applied for the competition. Among them, one candidate withdrew from participation, and another was not admitted to the competition because the documents were not submitted by a public organization.

Why was the voting rescheduled?

The previous voting saw significant technical failures, including website instability and authorization issues via partner services BankID and Diia.Signature. Therefore, the results were annulled, and the voting was rescheduled for a new date.

How does the Ministry of Defence safeguard the voting?

The Ministry is taking all necessary measures to address technical issues and ensure the system's stable operation throughout the voting process.

To prepare for the new voting, the Ministry’s team developed software to handle high loads, conducted extensive functional and stress testing, and designed user-friendly scenarios to address emergency situations.

Moreover, a rapid response team of three administrators has been assigned for voting day to oversee the transparency and democratic nature of the process.

All the digital systems of the Ministry of Defence are protected according to both national and international cybersecurity standards. During the voting process, all sensitive data is securely encrypted and processed in a protected data center dedicated to the Ministry of Defence's official electronic resources.

Unable to authenticate. What should I do?

Technical problems with your chosen bank or Diia.Signature service may arise from a large volume of simultaneous requests and their systems’ capacity. The Ministry of Defense has no control over the functionality of partner systems.

However, you can still vote by selecting a different login method (bank or Diia.Signature) or attempting to authorize later.

‘Error verifying cfsr_token’ displayed during authentication. What should I do?

This indicates that the server could not verify the request's authenticity. This limitation occurs in secure web systems that rigorously manage request security. Typically, this is a short-term issue that can be quickly resolved in the following way: please try authorizing from a different device or clearing your cookies.

Cookies are files generated by websites you have previously visited, storing information about your browsing activity. To clear cookies, go to your browser settings (such as Chrome, Safari, Opera, or others).

For example, to clear cookies in Chrome on an Android device, follow these steps:

  • In Chrome, click the ‘More’ icon in the upper right corner, then Settings > Privacy and security > Delete browsing data.

  • Pick ‘All time’ as the period.

  • Select ‘Cookies and site data.’

  • Click ‘Delete data’ and then ‘Delete.’

To clear cookies in Safari on a device with iOS, follow these steps:

  • On your device, go to Settings > Safari > Advanced > Website data.

  • Click the ‘Remove all website data’ button.

The message ‘We have a lot of requests’ is displayed. What does this mean?

The Ministry of Defence has allocated extensive cloud resources to ensure the reliability of online voting. Nevertheless, there might be an increased number of simultaneous requests.

A large team of specialists will ensure the smooth functioning of the technical components in real time. If an overload does occur, specialists will promptly begin restoring the system. So please try voting later.

The ‘IP address has changed, please try again’ message was displayed. What does it mean?

This means your current IP address differs from the one the website server recorded during your login or previous request. The stability of your IP address helps the system verify that you are not a bot and that your session has not been intercepted. This is an essential measure to protect users and the voting from potential threats.

We advise logging in again to participate in the voting. Please make sure your connection remains stable and that your device does not reconnect or change the network. If you use a VPN or proxy, please turn it off while voting.

The ‘Voting time has expired, please try again’ message was displayed. What does this mean?

This message indicates that the time limit for completing the vote has expired. The system is configured with enhanced security, requiring the session to originate from a stable IP address and remain active. This helps prevent any outside interference.

Please refresh the page and authorize again if necessary.

The message ‘This site cannot provide a secure connection’ is displayed. What should I do?

You may see this message if there is a conflict between the ID.GOV.UA system and your browser or Internet connection on your device.

We recommend switching your Internet connection or attempting to authorize from a different device.

I see internal logs on the Defence Ministry's website. Why are they visible?

These are not internal logs. This is how the voting sequence and protocol appear. They are published to ensure transparency, allowing the public to view the process structure.

For the Ministry of Defence, the priority is to uphold the right to vote for every citizen of Ukraine. The use of an open sequence and voting protocol ensures transparency in the competition, allowing verification of the vote-counting procedure.

In this way, each voter can verify their vote and count the votes for each candidate.

The open protocol does not include any personal data that would allow for the specific identification of a voter.
