The Ministry of Defense Plans to Train Operational and Strategic Commanders on Their Subordinates' Rights Protection

Training modules on the protection of military personnel’s rights may soon be included in the officer training program at the National Defense University of Ukraine. 

Alongside tactical and strategic preparation, commanders will be able to get a solid understanding of the legal aspects of working with their subordinates.

“A modern commander must combine the ability to deploy forces with a deep understanding of the legal mechanisms for protecting personnel rights. We are working to ensure that, for battalion and brigade commanders, concern for subordinates becomes as integral to their role as making combat decisions,” emphasized Colonel-General Mykhailo Koval, Head of the National Defense University.

Representatives of the Notarial Chamber of Ukraine have once again provided methodological assistance to the university’s students, faculty, and researchers on the specifics of certifying powers of attorney and wills for service members in wartime, personal directives on one-time monetary assistance, and other aspects of civil law concerning military personnel.

“When a commander has a solid understanding of the legal mechanisms for protecting their subordinates, they can act swiftly and effectively in critical situations. This is as important as leading a unit in battle,” said Colonel Volodymyr Laguta, Head of the Central Directorate for the Protection of Military Personnel Rights at the Ministry of Defense.

To support this educational initiative, the Central Directorate for the Protection of Military Personnel Rights and the National Defense University of Ukraine have signed a memorandum of cooperation. This document establishes systematic interaction, including implementing new training programs and conducting joint activities.
