The Ministry of Defence has adopted a comprehensive strategy to combat abuses in the defense sector, with the Anti-Corruption Program for 2025-2026 officially approved
The Ministry of Defence of Ukraine has begun the implementation of strategic measures to combat abuses in the defense sector, in line with the comprehensive Anti-Corruption Program for 2025-2026.
Systemic changes are planned in key areas of the Ministry's activities, built upon a culture of integrity and accountability among military and civil service officials.
The Ministry of Defence has planned a number of strategic measures for 2025-2026, including:
improving defense legislation to address gaps and vulnerabilities;
complete inventory of military property and registration of rights to real estate and land;
launching an electronic system to monitor fuel consumption;
initiating audits and evaluations of intellectual property assets;
implementation of transparent mechanisms for defense procurement;
setting up a state-led quality assurance framework for defense-related products;
developing an automated system to streamline the housing queue allocation process for military personnel.
The Department for the Prevention and Detection of Corruption will monitor the effectiveness of the measures. The Department will carry out regular analyses of Program implementation. The evaluation results will be publicly available on the Ministry’s official website to guarantee transparency in implementing anti-corruption initiatives.
In addition, a comprehensive training system is being implemented, featuring both courses for the professional development of specialists and targeted workshops focused on anti-corruption law.
“The Ministry of Defence has established the policy framework to prevent and detect corruption, including measures for implementing the state Anti-Corruption Program and steps to address identified corruption risks. These measures and steps are our priority for the next two years,” said Colonel of Justice Serhii Stepanian, Acting Head of the Ministry of Defence’s Department for the Prevention and Detection of Corruption.
Implementing the Program will strengthen the state’s defense capabilities by enhancing the efficient use of resources and developing an integrity system in line with NATO standards.
The Anti-Corruption Program for 2025-2026 has been approved by the pertinent order of the Ministry of Defence of Ukraine.
