The government has approved the use of electronic referrals for the Military Medical Commission in Reserve+
Soon, individuals liable for military service and reservists will have the option to submit requests and receive electronic referrals for the Military Medical Commission (MMC) using the Reserve+ mobile app. The government has introduced the relevant changes to the ‘Procedure for Conscription of Citizens for Military Service.’
To undergo an examination to determine fitness for military service, visiting the enlistment office for a paper referral will no longer be necessary. An individual liable for military service will have the option to request an electronic referral through Reserve+, receive a notification with the necessary details on their smartphone, and go directly to the specified healthcare facility. This will significantly ease access to referrals, decrease queues at the enlistment offices, and optimize administrative procedures.
Initially, an electronic referral to Reserve+ will be available for individuals liable for military service who voluntarily wish to undergo an examination to assess their fitness. Eventually, at later stages, this function will also be made available to those who have received a paper summons to undergo a medical examination at MMC.
The Ministry of Defence has collected applications for beta testing of the referral for the MMC in Reserve+ and today begins testing the new functionality in collaboration with testers. The resolution passed by the government will pave the way for the full-scale rollout of this functionality for all military personnel and reservists.
“We are conducting beta testing to address any potential errors. Our aim is to simplify the procedure for undergoing examinations at the Military Medical Commission. This is an entirely new philosophy of interaction between the state and citizens—one that upholds respect for each individual’s time, effort, and dignity. The electronic referral to MMC is the first step in a large-scale reform that will establish a new, transparent, and convenient approach for individuals liable for military service,” said Kateryna Chernohorenko, Deputy Minister of Defence for Digital Development.
The next step in the MMC system reform will involve the integration of the information systems of the Ministry of Defence of Ukraine and the Ministry of Health of Ukraine. Beginning in the autumn of 2025, individuals liable for military service will have the option to choose a medical facility contracted with the National Health Service of Ukraine for their fitness evaluation.
Amendments have been made to the ‘Procedure for Conscription of Citizens for Military Service during Mobilization, for a Special Period,’ approved by the Resolution of the Cabinet of Ministers of Ukraine No. 560, dated May 16, 2024.
