The Cabinet of Ministers extends ‘Contract 18-24’ project to the National Guard and the State Border Guard Service

The Cabinet of Ministers of Ukraine has extended the scope of the experimental ‘Contract 18-24’ project, which provides incentives for individuals aged 18 to 24 willing to sign a contract for military service within the Armed Forces of Ukraine, to include the National Guard of Ukraine and the State Border Guard Service of Ukraine.

Additionally, the Government has amended the criteria for the payment of a one-time remuneration of UAH 1 million, making participation in combat operations on Ukrainian territories temporarily occupied by russia, as well as on russian territory for at least six months, an eligible condition.

The draft resolution, titled “On Amendments to the Resolution of the Cabinet of Ministers of Ukraine No. 153, dated February 11, 2025,” developed jointly by the Ministry of Defence and the Ministry of Internal Affairs, was approved at the government’s meeting today.

This document also stipulates that the list of staff positions designated for Ukrainian citizens aged 18 to 24 serving in the military will be approved by the General Staff of the Armed Forces of Ukraine, the Main Directorate of the National Guard of Ukraine, or the Administration of the State Border Guard Service of Ukraine, subject to coordination with the General Staff of the Armed Forces of Ukraine. Previously, the resolution included a specific list of such positions, including, in particular, shooter, grenade launcher, and reconnaissance specialist.

Furthermore, the amendments eliminate the mandatory requirement for a psychiatric evaluation and the associated paid certificate.

In February, the Ministry of Defence of Ukraine officially launched the ‘Contract 18-24’ project. This voluntary initiative is directed towards Ukrainians aged 18 to 24 who are willing to join the Defence Forces for a one-year term.

The project offers additional financial rewards, professional training under the guidance of instructors with combat experience, and social guarantees.
