Taras Chmut appointed to the Supervisory Board of the Defence Procurement Agency DOT

The Government appointed Taras Chmut as the Ministry of Defence of Ukraine’s representative to the Supervisory Board of the Defence Procurement Agency DOT. The decision was adopted following a submission by Minister of Defence Mykhailo Fedorov.

“Taras Chmut is an effective leader who, as head of the Charity Foundation ‘Come Back Alive,’ has built one of the most impactful and transparent support systems for the Defence Forces — from addressing real frontline needs to quality control, procurement, and rapid delivery to the front. This experience is critically important for transforming state defense procurement,” stated Mykhailo Fedorov.

The Minister of Defence and Taras Chmut outlined key tasks to be implemented with the support of the Defence Procurement Agency DOT and its Supervisory Board. Key priorities include:

  • identifying real frontline needs and ensuring maximum transparency across all procurement processes, with a focus on solutions proven effective on the battlefield;
  • focusing procurement exclusively on wartime needs and the Defence Forces’ current requirements;
  • ensuring quality control and timely delivery of procured weapons and equipment, including reducing delays between payment and actual delivery;
  • building a flexible and dynamic procurement system capable of rapidly responding to the defense innovation cycle;
  • reducing procurement costs through transparent competition and strengthened anti-corruption mechanisms.

The Supervisory Board is responsible for the Agency’s strategic governance, achieving government-defined objectives, compliance with legislation, and ensuring transparency in its operations. The appointment of Taras Chmut aims to strengthen the Supervisory Board’s institutional capacity and support the achievement of tangible results for the Defence Forces of Ukraine.

“The task of the Ministry of Defence and the Defence Procurement Agency DOT is to ensure defense procurement is as effective, transparent, and results-driven on the battlefield as possible,” Mykhailo Fedorov said.
