Prospects of developing the recruitment processes were discussed at a joint briefing of the Ministry of Defence and the General Staff of the Armed Forces of Ukraine

At the joint briefing of the Ministry of Defence of Ukraine and the General Staff of the Armed Forces of Ukraine, the prospects of recruitment development were discussed.

The event was attended by Roman Horbach, the Head of the Main Department of Personnel Management of the General Staff of the Armed Forces of Ukraine, Oleksii Bezhevets, the Ministry of Defense's authorized representative for recruitment, and Vladyslav Hrezev, representative of Lobby X recruitment agency.

Roman Horbach spoke about the specifics of recruiting those wishing to serve in the conscripted military. "A mobilization procedure has been developed for those willing to serve in units prioritized in terms of staffing, but do not wish to sign a contract. With regard to persons who have received written consent from the units prioritized in staffing, the Heads of the Territorial Recruitment and Social Support Centers (TRSSCs) are clearly obliged to enroll all such persons to the respective units that provided such consents," he noted.

Roman Horbach also emphasized that the Commander-in-Chief of the Armed Forces of Ukraine has identified the main units that need to be manned as a matter of priority — the so-called prioritized units. Personnel recruitment to those units is carried out as a matter of priority and without additional approvals.

Citizens who have applied to a military unit commanders or recruiting centers to serve in a prioritized unit, but do not wish to sign a military service contract, receive a letter of recommendation after having passed an interview. With these letters, they apply to the TRSSCs, register and undergo a military medical examination, and are then assigned to a reserve battalion. There they will be enrolled and added to the unit's personnel list and sent to a training center to undergo basic general military training (lasting a minimum of 30 days). After training, military service members return to the reserve battalion and are assigned to the corresponding position at the unit that provided the letter of recommendation. "This works 100% for prioritized military units," Horbach pointed out.

According to him, people can join non-prioritized military units, such as rear units, logistics units, some security units, or TRSSCs, by signing a contract and selecting a specific unit and position. However, the commander of such a military unit does not have the right to issue a letter of recommendation without the prior approval of the General Staff. Such approvals are subject to whether the candidate has specific professional skills (experience, specialization) that are primarily in demand in such units.

Roman Horbach emphasized that over the past two months, the average monthly rate of volunteer involvement has increased 3.5 times compared to 2022 and 2023.

Meanwhile, Oleksii Bezhevets talked about the active development of the Ukrainian Armed Forces Recruiting Centers network. There are already 28 of them. "Over the past three months, 10 120 persons have applied to our centers. Of them, 3120 are currently in the process of selecting vacancies, and over 1 000 have already enlisted or are completing enlistment procedures," he said.

The system sometimes encounters difficulties in its development, the authorized representative of the Ministry of Defence noted. "We help our candidates in all cases, without exception. It is our mission to accompany a person from the very first contact up to the moment when the person will take up his/her position in the selected unit. This is being done in close cooperation with the General Staff of the Armed Forces," added Oleksii Bezhevets.

Vladyslav Hrezev informed that with the appointment of the new Commander-in-Chief, guaranteed mechanisms are being introduced to ensure that people get to their chosen positions and units. “The army and the command are working diligently to streamline the process. "We handle all the issues that come up, both during and after," the Lobby X platform representative summarized.
