Only five documents: The Ministry of Defence made the weapons codification procedure as simple as possible for manufacturers

In light of the substantial necessity of weapons and military equipment for the Armed Forces of Ukraine, given the onset of russia's large-scale invasion, The Ministry of Defence of Ukraine has developed several proposals to optimize organizational processes and improve the regulatory framework.

These changes relate, in particular, to the codification and admission for the operation of new models of weapons and military equipment for use in the Armed Forces of Ukraine.

On November 21, 2023, on the initiative of the Minister of Defence of Ukraine, CMU Resolution No. 345 was amended to simplify the procedure and shorten the process of admission to the operation of new models to 20 days. This contributed to a significant increase in the number of new equipment and weapons in the Armed Forces.

On May 28, 2024, the Minister of Defence of Ukraine approved the "Instruction on the organization of the supply of weapons, military and special equipment during martial law", which further simplified the algorithm for codifying models of weapons and military equipment, reducing the timeframe to 10 days and removing duplicate actions for reviewing and approving documents.

To codify a new model of weapons or military equipment, manufacturers are required to submit five documents:

- Letter describing the sample of weapons or military equipment, including name, purpose, and technical specifications

- A program and methods for the testing of a sample of weapons or military equipment

- Test report for a sample of weapons or military equipment with protocols confirming each declared characteristic

- Draft Technical Specifications for a sample of weapons or military equipment

- A set of working design documents

The manufacturer's contact information must also be provided. If all the documents are properly executed, the specialized commission examines them and prepares an act recommending the model for codifying and approving for use in the military. If the document package is incomplete or the declared specifications are not correct, the manufacturer is obliged to correct the deficiencies. This will prolong the period of admission to the operation of the weapons or military equipment model by more than ten days.

The most common mistakes manufacturers make in the submission of documents for codification:

- Incomplete package of documents

- Non-compliance of the submitted documents with the established regulatory requirements

- Incorrect development of technical documentation

- Failure to test and confirm declared specifications of a sample of weapons or military equipment

If manufacturers cannot conduct testing on their own, they can apply to the Ministry of Defence to conduct testing at military training grounds. However, this may lengthen the process of admission to the operation.
