Norway to finance arms production in Ukraine: New agreements between Kyiv and Oslo
Ukrainian Minister of Defence Rustem Umerov visited the Kingdom of Norway, where several key agreements to strengthen Ukraine’s defense capabilities were secured.
During talks with Prime Minister Jonas Gahr Støre and Defence Minister Bjørn Arild Gram, it was agreed that Norway would officially join the “Danish model” of supporting the Ukrainian defense industry. In particular, it provides direct funding for manufacturing weapons and equipment within Ukraine.
“This will enable faster manufacturing and delivery of essential weaponry for our Defense Forces. In addition, we discussed a new format of cooperation—the "Norwegian model.” It involves a new approach to investing in Ukrainian defense technology companies,” said Rustem Umerov.
The parties thoroughly analyzed the frontline situation and Ukraine's most urgent needs. Particular emphasis was placed on bolstering air defense in preparation for the winter season, as well as on the training of Ukrainian service members with the support of Norwegian instructors.
Ukrainian Minister of Defense Rustem Umerov expressed gratitude to the Government and people of Norway for a new aid package worth EUR 500 million, encompassing military, economic, and humanitarian support.
During his visit, Rustem Umerov also met with Norwegian Foreign Minister Espen Barth Eide and members of the Standing Committee on Foreign Affairs and Defence of the Norwegian Parliament.
“Support for Ukraine’s path to NATO remains a central priority, as the Alliance’s membership would offer the strongest safeguard against future threats from russia,” the Ukrainian Defence Minister said.
The level of military support for 2025 was also discussed during the talks. The priorities highlighted were the equipping of the Ukrainian military, procurement from Ukraine's defense industry, and the delivery of air defense systems and missiles.
“Side by side with our allies, we are making the Ukrainian Defence Forces stronger and more effective,” Rustem Umerov summarized.
