North Korean forces, the "Humanitarian Shield," and the situation in the Black Sea: Sergiy Boyev addresses Defense Ministers of Southeastern Europe

The involvement of North Korean military personnel in escalating the conflict requires a swift response from partners, including increased support for Ukraine. 

This statement was made by Ukraine's Deputy Minister of Defense during the annual meeting of the Council of Defense Ministers of Southeastern European countries.

"North Korean military personnel are already present in areas near Ukraine. It's crucial to react quickly and do everything possible to disrupt this dangerous collaboration between Moscow and Pyongyang. Primarily, this can be achieved through support for Ukraine," said Sergiy Boyev.

He also reminded the audience of Ukraine’s Victory Plan, presented by President Volodymyr Zelenskyy, outlining a just end to the war initiated by russia. The second point of this document lists specific weapons needed to counter russia’s offensive.

Sergiy Boyev highlighted the need to enhance air defense capabilities in cooperation with neighboring countries to protect the skies over western regions of Ukraine. 

"Earlier, we presented the concept of a 'Humanitarian Shield' along Ukraine's western border, and we hope this initiative will be implemented," emphasized the Deputy Minister of Defense.

Additionally, Sergiy Boyev pointed out that many countries in Southeastern Europe still have Soviet-era weapons stockpiles. While these weapons are not modern, they can be quickly integrated into Ukrainian units.

"We urge you to expedite the transfer of these systems from your reserves to Ukraine. They can have an immediate impact on the battlefield," he stressed.

He also encouraged countries to increase their participation in capability coalitions to support Ukraine, particularly in the Maritime Capabilities Coalition.

"In our region, primary focus must be on the Black Sea. It is not only a geopolitical hotspot but a key strategic area that directly affects the security of all our countries. Ukraine’s defense of its sovereignty is a defense of the entire Black Sea region. I urge everyone to strengthen cooperation to protect this vital area," said Sergiy Boyev.

The Deputy Minister concluded that Ukraine is ready to play an active role in ensuring peace and stability, particularly in Southeastern Europe. With the support of its partners, Ukraine aims to establish a security architecture that is resilient, adaptable, and capable of withstanding any threat.

The Council of Defense Ministers meeting took place in Albania’s capital and gathered the defense ministers of Albania, Georgia, Moldova, Romania, Slovenia, and other countries in the region.
