NATO Summit in Ankara: $300 million for Patriot missiles for Ukraine and expanded defense cooperation with partners

Ukraine is expanding cooperation with partners on joint defense production, drone technologies, and financing for the defense industry.
At the 36th NATO Summit in Ankara, agreements were reached to strengthen Ukraine's air defense, expand opportunities for joint production of Ukrainian defense solutions, and mobilize additional financing for defense projects.
In the Joint Declaration following the NATO Summit, Allies announced plans to provide a total of $80 billion in defense support for Ukraine in 2026, including $32 billion through the defense component of the EU loan, with the remaining $48 billion to be provided bilaterally. According to the Ministry of Defence of Ukraine's estimates, partner countries have already made budgetary provisions totaling $40 billion for bilateral security assistance to Ukraine in 2026. The NATO Declaration, therefore, signals the Allies’ intention to provide an additional $8 billion in security assistance to Ukraine in 2026.
Allies also announced their intention to provide at least the same level of support—$80 billion—in 2027.
Norway to provide more than $300 million for Patriot missiles and other air defense capabilities
At the summit, Norway announced approximately $306 million in funding for the procurement of Patriot missiles through the Prioritized Ukraine Requirements List (PURL) and JUMPSTART mechanisms.
Norway, Denmark, Germany, and Canada plan to jointly procure new missiles through contributions to JUMPSTART and PURL.
Norway is also prepared to support the procurement of Patriot missiles from countries that already have them in their inventories. This will help address Ukraine's critical air defense requirement for counter-ballistic capabilities more quickly.
Joint production of Bars drone missiles in Germany
Ukraine’s Minister of Foreign Affairs, Andrii Sybiha, and Germany’s Federal Minister of Defence, Boris Pistorius, signed an implementation agreement to launch joint production of Bars drone missiles in Germany.
The project will be financed by Germany. All production will be supplied to the Defence Forces of Ukraine.
This marks another step in advancing joint defense production between Ukraine and Germany. The project will support the scaling of Ukrainian technologies that have proven effective in modern warfare.
Joint production projects help supply the Defence Forces of Ukraine with effective strike capabilities more quickly while strengthening the defense industries of partner countries.
New agreements under the Drone Deal initiative
President of Ukraine Volodymyr Zelenskyy also signed Drone Deal agreements with the leaders of Estonia, the Netherlands, and Denmark.
The Drone Deal opens up new opportunities for:
- joint defense production;
- exchange of expertise and combat experience;
- advancing drone technologies;
- greater transparency in arms export matters.
To date, Ukraine has concluded nine such agreements with partner countries.
New bank to finance defense projects
Canada invited Ukraine to become a founding member country of a new bank focused on defense, security, and resilience. At the NATO Summit in Ankara, the leaders of Ukraine, Canada, Albania, Belgium, Greece, Latvia, Luxembourg, Romania, and Türkiye announced their shared intention to establish the Defence, Security and Resilience Bank (DSRB).
The bank's objective is to strengthen Allied defense capabilities by mobilizing approximately $134 billion in available financing.
The DSRB will be able to provide low-interest loans for defense projects. The bank also plans to provide guarantees to private banks to support scaling up the defense industry.
More opportunities to strengthen Ukraine's defense and partner capabilities
The new agreements reached at the NATO Summit in Ankara support the key priorities of Ukraine's defense strategy: achieving technological superiority on the battlefield and building win-win partnerships.
Drone Deal, joint production, and new financial instruments enable Ukraine to scale solutions proven effective in modern warfare, while helping partners strengthen their own defense capabilities by drawing on Ukraine's experience.
