Mobilization, UAV deployment, and cybersecurity: Ukraine and Lithuania exchange experience in the defense sector

Deputy Ministers of Defence of Ukraine, Lieutenant General Yevhen Moisiuk and Kateryna Chernohorenko, met with a delegation from Lithuania’s Ministry of National Defence, headed by Vice-Minister Tomas Godliauskas. During the meeting, the parties exchanged experiences on enhancing capabilities in the security and defense sectors.
The Lithuanian delegation expressed interest in Ukraine’s experience in mobilization, recruitment, training of personnel, deployment of unmanned systems, and disinformation countermeasures.
In turn, Ukrainian officials were keen to learn about Lithuania’s experience in strategic communications and the development of cyber defense, particularly in the context of establishing the Lithuanian Armed Forces Cyber Defence Command.
During the discussions, Yevhen Moisiuk emphasized the importance of defense cooperation between the two countries, noting that Lithuania has been providing steadfast and comprehensive support to Ukraine since the onset of russia’s full-scale invasion.
“We are grateful to Lithuania for its comprehensive and sustained support since the start of the invasion. Lithuania’s commitment of 0.25% of its GDP reflects an outstanding and meaningful contribution that not only strengthens Ukraine’s ability to resist aggression but also bolsters the security of Europe as a whole. “We deeply value this support and express our hope for its sustained continuation in the future,” said the Lieutenant General.
Kateryna Chernohorenko presented Ukraine’s defense sector achievements in digital technologies to the Lithuanian side. She presented the results of the Army+ and Reserve+ applications developed by the Ministry of Defence team, as well as the progress of DELTA and Vezha situational awareness systems.
“Lithuania has consistently supported our initiatives and actively leads the IT Coalition. We are grateful to our colleagues for their infrastructural contributions, enabling the automation of defense resource management processes. We are open and ready to share our experience in implementing best practices and solutions in the digital realm of security and defense,” said the Deputy Minister.
Tomas Godliauskas, for his part, reaffirmed Lithuania’s continued support for Ukraine, including fulfilling commitments within the Capability Coalitions, contributing to personnel training, and providing rehabilitation support for wounded Ukrainian service members.
The parties agreed to continue cooperation and strengthen ties in security and defense matters.
