MoD updates email addresses for receiving citizen submissions

The Ministry of Defence of Ukraine has updated its official email addresses for inquiries from citizens and requests for access to public information.

Effective immediately, all inquiries and requests should be submitted only to the following new email addresses:

The previous email addresses will be deactivated as of 1 October 2025.

Every citizen of Ukraine has the right to submit requests, complaints, and proposals to government authorities. This right is guaranteed by the Constitution of Ukraine and other laws and regulations.

Submissions may also be filed by foreign nationals and stateless persons who are legally residing in Ukraine.

Types of submissions:

  • Proposal (comment): a submission providing advice or recommendations concerning an institution’s activities, or expressing opinions on the regulation of public affairs.
  • Request (petition): a submission made by a citizen seeking support in the exercise of rights and interests secured by the Constitution and applicable legislation, or reporting breaches of law or deficiencies in the operations of an institution. Petition: a written request seeking official acknowledgment of a person’s status, rights, freedoms, etc.
  • Complaint: a submission requesting the reinstatement of rights and safeguarding of citizens’ lawful interests that have been infringed upon by the actions, inaction, or decisions of an institution or its officials.

Submissions shall be reviewed within one month of receipt. If a matter does not require further examination, a response shall be provided within 15 days.

In specific cases, the period for considering a submission may be extended to a maximum of 45 days. In particular circumstances, notably for submissions filed by individuals entitled to benefits, cases shall be given priority in processing.
