Ministry of Defence strengthens its team with new appointments to advance procurement reform and objective assessment of the situation within the Defence Forces

The Ministry of Defence of Ukraine continues its institutional transformation to enhance resource management efficiency and ensure results on the front line. By Government decision, a new Deputy Minister of Defence and an Inspector General of the Ministry of Defence of Ukraine have been appointed.
“We are continuing the transformation of the Ministry of Defence into an effective institution delivering results on the front line,” said Minister of Defence Mykhailo Fedorov.
In particular, Mstyslav Banik has been appointed Deputy Minister of Defence of Ukraine. Additionally, Yurii Myronenko has been appointed Inspector General of the Ministry of Defence of Ukraine.
Enhancing transparency and efficiency of procurement for the Defence Forces

Mstyslav Banik will be responsible for procurement reform. His key task is to ensure world-leading transparency and efficiency in procurement for Ukraine’s military.
Mstyslav Banik has experience developing public-sector digital products. At the Ministry of Digital Transformation, he oversaw the launch and development of the Diia application. At the Ministry of Defence, he led the development of Army+ and Reserve+. Mstyslav Banik has combat experience, having voluntarily joined the Armed Forces of Ukraine, progressing from soldier to officer, establishing FPV drone units, and serving at the staff level. He also participated in the Kursk campaign as part of the CODE 9.2 unit.
Objective assessment of the situation within the forces

As Inspector General of the Ministry of Defence of Ukraine, Yurii Myronenko will be responsible for an objective assessment of the situation within the forces and the effectiveness of decision-making. His task is to ensure regular analysis of how decisions perform in practice and to provide a basis for the swift adjustment of policies and plans. The focus will be on an accurate picture from the front line and rapid feedback to support decision-making.
He previously served as Deputy Minister of Defence, where he was responsible for the development of the DELTA system, the implementation of the Mission Control module, enabling foreign partners and Ukrainian companies to train AI models on battlefield data, scaling technologies developed within the Ministry of Defence ecosystem, reforming codification, and launching private air defense initiatives. He also served as Deputy Minister of Digital Transformation. Yurii Myronenko is a combat veteran, a former drone unit commander, and a former Head of the State Service of Special Communications and Information Protection of Ukraine.
“We are building a team capable of rapidly scaling solutions, using resources efficiently, and delivering results on the front line,” Mykhailo Fedorov emphasized.
