Ministry of Defence launches full-scale operation of the DOT-Chain supply management system

The Ministry of Defence of Ukraine has launched the full-scale operation of the DOT-Chain supply management information and communication system. The corresponding order was signed by the Minister of Defence of Ukraine, Denys Shmyhal.

This decision was made after the successful completion of the experimental implementation phase and pursuant to the Resolution of the Cabinet of Ministers of Ukraine No. 798 dated June 27, 2025. It paves the way for scaling the system to other areas of supply within the Armed Forces.

“The Ministry of Defence is launching the DOT-Chain supply management system into full-scale operation. Today, I signed the relevant order after the successful completion of the experimental implementation phase. DOT-Chain is another step toward maximally efficient and transparent support for our troops – aligned with the demands of wartime and the standards of our allies,” said Denys Shmyhal.

DOT-Chain automates the supply processes for defence-related goods and services, ensuring standardisation in the methods of receiving, processing, and analysing data on supplies, including clothing, food, unmanned systems, electronic warfare equipment, and other materiel for the needs of the Armed Forces of Ukraine.

“DOT-Chain is a significant breakthrough in logistics. It has already proven itself in food supply, reducing the Armed Forces’ provisioning cycle by four times. Recently, DOT-Chain Defence was launched – a functionality that allows units to independently select the drones they require, while the Defence Procurement Agency handles all the bureaucracy. This is direct delivery from the supplier’s warehouse straight to the unit. Twelve brigades are already testing this functionality,” said Arsen Zhumadilov, Director of the Ministry of Defence’s Defence Procurement Agency.

The DOT-Chain system is owned by the Ministry of Defence of Ukraine and administered by the state enterprise ‘DOT’, which is under the control of the Ministry of Defence.

The order stipulates:

  • the official launch of DOT-Chain;
  • designation of those responsible for its operation;
  • implementation of information protection measures for data processed within the system;
  • approval of the list of system users.

The complete implementation of DOT-Chain will significantly improve the quality, speed, and accuracy of information regarding supply processes within the Armed Forces of Ukraine, which is of vital importance during wartime.
