Ministry of Defence has supplied 1 million FPV drones to the Armed Forces of Ukraine since the start of the year

Between January and July 2025, the Ministry of Defence’s Defence Procurement Agency (DPA) supplied more than 1 million FPV drones to meet the needs of the Armed Forces of Ukraine. Altogether, the DPA has contracted over 2 million FPV drones for 2025.

“Our priority is to develop the most effective mechanisms for equipping frontline warriors with the drones they need. Pursuant to the assigned directives, the Defense Procurement Agency continues efforts to increase the pace of deliveries and ensure that each unit is fully equipped for its combat operations,” said Denys Shmyhal, Minister of Defense of Ukraine.

According to Arsen Zhumadilov, Director of the Ministry of Defence’s Defence Procurement Agency, the delivery of one million FPV drones marks a significant milestone, but it is not the final one. 

“We have launched additional mechanisms to enable a large-scale supply of UAVs. These are framework agreements under the Prozorro system and DOT-Chain Defence. The latter provides units with the ability to independently choose the drones necessary for their missions. We are working to ensure the Armed Forces receive the necessary high-quality UAVs funded by the state budget,” said the Director of the DPA.

To ensure continued growth in supply volumes, the Agency has introduced new procurement approaches. These include framework agreements based on tactical and technical specifications (TTS) and the DOT-Chain Defence weapons marketplace.

The framework agreements enable contracting manufacturers not according to specific product names, but according to the compliance of their drones with the tactical and technical specifications (TTS). This enables the engagement of a broad spectrum of manufacturers in the procurement process, promotes competition among them, and guarantees transparency through bidding conducted on Prozorro.

The DOT-Chain Defence IT platform provides the military with the capability to autonomously choose UAVs, akin to a marketplace. This approach ensures targeted and rapid delivery of drones to the frontline. The digital platform is currently operating in pilot mode, with 12 combat brigades ordering the drones they actually require.
