Lieutenant General Ivan Havryliuk: In 2026, 70% of UAV procurements will be conducted through DOT Chain Defence

The First Deputy Minister of Defence of Ukraine, Lieutenant General Ivan Havryliuk, announced that 70% of unmanned aerial vehicle (UAV) procurements are planned to be conducted in 2026 through the DOT Chain Defence digital platform.

He made this statement at the presentation of the study ‘Corruption Risks in the Procurement of Unmanned Systems and Electronic Warfare Assets for the Armed Forces of Ukraine. Conducted by the National Agency on Corruption Prevention (NACP), the study aims to identify and mitigate risks associated with defense procurement.

According to Lieutenant General Ivan Havryliuk, there are currently more than 500 manufacturers of unmanned systems in Ukraine. 

In the context of high-intensity warfare, the Defence Forces of Ukraine are employing a wide range of new weapons and military equipment. At the same time, the growth in production and the expanding range of weaponry create corruption risks. The Ministry of Defence is taking measures to mitigate them.

Lieutenant General Ivan Havryliuk noted that the Ministry of Defence continues to implement reforms to ensure the rapid and efficient provision of the Armed Forces of Ukraine and to decentralize procurement. This is being implemented through the DOT Chain Defence digital platform. The platform enables military units to procure the UAV models they require directly from the manufacturers. Within the system, the average order fulfillment time is approximately two weeks.

The Deputy Minister of Defence added that the use of the DOT Chain Defence platform helps prevent intermediaries from participating in procurement operations. The platform is expected to serve as an effective mechanism for mitigating corruption risks in procurement.
