In 2024, the Ministry of Defence registered 8,500 hectares of land for military purposes

In 2024, the Ministry of Defence of Ukraine registered 8,500 hectares of land in the State Land Cadastre. This encompasses 133 land plots designated for the development of military infrastructure and to meet the needs of the Armed Forces of Ukraine.

As part of this effort, the Ministry of Defence completed the state registration of property rights for the aforementioned land plots, which were assigned cadastral numbers. A significant portion of these lands had not been appropriately registered since Ukraine gained independence, and many were subject to legal proceedings to establish their precise boundaries.

“Currently, the Ministry of Defence has at its disposal 469,000 hectares of defense-designated lands (excluding temporarily occupied territories), of which 88% have been registered in state registries. We continue our systematic efforts to properly organize and register the Ministry of Defence’s land and real estate. This will ensure the efficient use of lands and prevent their unlawful alienation in the future,” stated the Deputy Minister of Defence of Ukraine, Brigadier General of Justice Serhii Melnyk.

Furthermore, the Ministry of Defence, in collaboration with central executive authorities, including the State Property Fund, continues working on transferring real estate assets necessary for accommodating units of the Armed Forces of Ukraine into its management.

The Ministry of Defense continues to engage with local authorities to reduce its tax obligations as a land user. The total annual funding needed to cover land use taxes is approximately UAH 2.5 billion, placing a considerable burden on the defense budget during wartime.

At the same time, in 2024, 382 territorial communities addressed the issue of tax exemptions for the Ministry of Defence. Of these, 345 communities (approximately 90%) adopted decisions to grant a 100% exemption from land tax payments, resulting in savings of UAH 2.2 billion.
